The estimated project cost is $700,000 funded by State Transportation Improvement Program (2006/07) (50%), Tassajara Area of Benefit Funds (25%) and South County Area of Benefit Funds (25%). REASONS FOR RECOMMENDATIONS AND BACKGROUND: The purpose of the project is to provide a shoulder recovery area for drivers along Camino Tassajara Road which currently lacks adequate road shoulder. The project will not add additional travel lanes and therefore will have no effect on roadway capacity. The project limits are 100 feet north of Johnston Road to 1130 feet north of Highland Road(Figures 1-2), a distance of approximately 2,700 feet (0.51 mile). The existing roadway consists of two 12-foot wide lanes with inadequate shoulders. The project includes widening the road by 12-feet to accommodate a 4-foot wide paved shoulder and a 2-foot wide unpaved shoulder backing on each side of the two 12-foot wide travel lanes. In order to minimize utility relocations, right-of-way transactions, and additional driveway conforms, the widening will occur on one side of the roadway. Once the new shoulders are constructed, the roadway will be restriped. Driveway conforms and culvert extensions will be necessary. Roadside drainage ditches will be relocated. Construction activities associated with the shoulder widening will impact the minimum amount of vegetation necessary. One lane of Camino Tassajara Road will remain open during construction hours with flagmen controlling traffic; both lanes will be open during non-construction hours. Emergency vehicles will have access at all times. Real property transactions and utility relocations may be necessary in support of this Project. It can be seen with certainty that there is no possibility that the activity may have a significant adverse effect on the environment. The project will not result in the removal of any scenic resource. The recommendation is based on the following: The project consists of construction of a limited number of new, small facilities (roadside shoulders). Location: The project is located in the central County near the town of Danville (Fig. 1-2) 2. Project Description: Contra Costa County is planning to implement the Camino Tassajara Shoulder Widening Project to provide a shoulder recovery area for drivers along Camino Tassajara Road which currently lacks adequate road shoulder. The project will not add additional travel lanes and therefore will have no effect on roadway capacity. The project limits are 100 feet north of Johnston Road to 1160 feet north of Highland Road(Figures 1-2), a distance of approximately 2,800 feet(0.54 mile). The existing roadway consists of two 12-foot wide lanes with inadequate shoulders. The project includes widening the road by 12-feet to accommodate a 4-foot wide paved shoulder and a 2-foot wide unpaved shoulder backing on each side of the two 12-foot wide travel lanes. In order to minimize utility relocations, right-of-way transactions, and-additional driveway conforms,the widening will occur on one side of the roadway. Once the new shoulders are constructed,the roadway will be restriped. One (1)driveway will require a new culvert, and three(3) driveways will need conforms to the proposed widened road. Three (3)roadway culvert extensions are necessary for existing 18-inch and 24-inch corrugated metal pipes traversing the roadway. One new 36" roadway culvert will be required to traverse the roadway. Road drainage ditches flank a majority of the roadway, and the eastern drainage ditch will be relocated to accommodate the shoulder widening. The relocated drainage ditch will be 6-feet wide with 3:1 slopes. Portions of the project on the east side of the road have a sheet flow drainage pattern, and the flow pattern will be maintained in these areas. The project will also include roadside grassy swales and a 15-foot wide clean water detention swale in place of some of the existing roadside drainage ditches in order to comply with the recently enacted State Water Resources Control Board C.3 regulations. Approximately 1,300 cubic yards of fill and approximately 800 cubic yards of cut are required for the shoulder widening. Joint poles carrying both PG&E powerlines and Pacific Bell telephone lines run parallel to the roadway on both sides of the road. In order to facilitate the shoulder widening, four(4)joint utility poles and four(4)guy wires will need to be relocated further to the east. The relocation will be coordinated with staff from PG&E and Pacific Bell. There are approximately nine roadside valley oak trees (ranging in size from 10" dbh to 14"dbh)that may require removal in order to widen the shoulder of Camino Tassajara. Additional oak trees (which will be retained in place) occur adjacent to the trees slated for possible removal. Therefore, the tree removal will not have a potentially significant impact. Every effort will be made to retain as many of the trees in place as feasible. The County hired a wildlife biologist to review the oak trees slated for possible removal for nesting birds (Sycamore Environmental Consultants). No nests were observed in the trees in or adjacent to the project area, and the biologist has determined that it is unlikely that raptors or other sensitive species would nest next to a high traffic road.Nevertheless,the trees will be removed in November or December, prior to construction, after any potential chicks from the previous nesting season have fledged and before adults return for the next nesting season. In order to further ensure that the trees are free of active bird nests,the trees will be resurveyed prior to their November or December removal. In order to minimize damage to trees, any roots exposed during excavation will be cut cleanly. No work that interferes with public traffic shall be performed between 7:00am and 9:00am or between 3:00pm and 6:00pm. Work outside the public traffic way will be permitted at all other times.
