SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
Recommendation:
CONSIDER accepting report from the Employment and Human Services Director on Child Welfare
Services Redesign, as recommended by the Family and Human Services Committee.
Fiscal Impact:
None
Children's Impact Statement:
This action impacts five of the community outcomes: 1) Children Ready for and Succeeding in
School; 2) Children and Youth Healthy and Preparing for Productive Adulthood; 3) Families are
Economically Self-Sufficient; 4) Families are Safe, Stable and Nurturing; and 5) Communities are
Safe and Provide a High Quality of Life.
Background:
The Children and Family Services Bureau began a formal process in 2001 to "redesign" many child
welfare practices with the goal of improving the outcomes for children. The federal government also
passed the Adoptions and.Safe Families Act, which requires all states to address specific federal
child safety,.permanency and well-being outcomes in order to receive federal child welfare funding.
Most recently, California passed the Child Welfare Performance Outcomes and Accountability Act
(AB 636) which sets specific performance goals for all California counties, and requires self
assessments, program audits, system improvement plans and outcome measurement data
collection and reporting.
This report outlines the Bureau's progress to date on various strategies being implemented to
improve performance outcomes.
