HomeMy WebLinkAboutMINUTES - 10102006 - SD.5 TO: BOARD OF SUPERVISORS Contra FROM: Mark DeSaulnier Costa DATE: October 10, 2006 •s County T'9 COUNT SUBJECT: Iron Horse Trail Restoration SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: Ask the Chief Administrator's Office to investigate whether revenue from new sales tax derived from Concord Masonry and Ashby Lumber could be used to mitigate damage to the Iron Horse Trail between Mayhew Way and Lisa Lane, caused as a result of these businesses moving out of the area. If available, funds could be used for landscaping and rehabilitation of the Iron Horse Trail. Ask the CAO's Office to report such findings to the Internal Operations Committee within 90 days. FISCAL IMPACT: None to general fund. BACKGROUND: Over the years, the Iron Horse Trail in the Pleasant Hill/Unincorporated Contra Costa County area between Mayhew Way and Lisa Lane has seen substantial degradation, in part due to industrial business uses in the immediate vicinity. One of the businesses in this area was Concord Masonry; another was Ashby Lumber. Concord Masonry-having a City of Pleasant Hill address-paid sales tax to that jurisdiction. When Concord Masonry relocated its business to another area, completely within Unincorporated Contra Costa County, it began paying sales tax directly to the County. Ashby Lumber was also originally located in the same Iron Horse Trail area. It subsequently relocated to the City of Concord, but in an area that had been incorporated by the City with a revenue sharing agreement between itself and Contra Costa County for business-generated sales tax. As such, 49% of Ashby Lumber's sales tax is currently paid to the County. As Concord Masonry and Ashby Lumber-because of their relocation-now pay sales tax to the County, it seems appropriate to investigate whether revenue from these sources could be used for the restoration of the Iron Horse Trail. As part of the process for restoring the Iron Horse Trail, several actions would be required including a site clean-up that would restore the land to a condition suitable for landscaping. Light grading of the trail would also be necessary. Planting of drought-resistant trees and perennial plants, temporary irrigation of landscaping until established and drinking fountains for pedestrians and pets would be needed as the final part of the restoration process. ATTESTED JOHN CUL RK OF THE BOARD OF CC: '$oS Cho ADDENDUM August 15, 2006: Agenda Item D.2 On this day,the Board of Supervisors considered directing the County Administrator's Office to investigate whether revenue from new sales tax derived from Concord Masonry and Ashby Lumber could be used to mitigate damage to the Iron Horse Trail between Mayhew Way and Lisa Lane,Pleasant Hill area, and to report any findings to the Internal Operations Committee within 90 days. Supervisor DeSaulnier introduced the item, saying it is an effort to find a way to landscape and mitigate damages in an unsightly area where people currently drop off trash. Chair Gioia said that,while he wants to be supportive of this effort, he is reluctant to set a precedent for dedicating sales tax to specific projects, as that could wind up dissipating and compromising the County's General Fund. Supervisor DeSaulnier said he is open to other creative options to fund the work, and suggested Redevelopment could be involved. The Chair called for public comment and the following people spoke; Peter Duncan, Walnut Creek resident, urged the Board's passage of this item(Handouts provided); Mike Lekas, Concord resident, said the area has long been an eyesore and an obstacle to developing the trail; Lucy Goodell, Colony Park Neighbors Association, said the Association supports this project; Don Mount, Colony Park Neighbors Association, supported passage of this item (Handouts provided); t Margaret Henning, Concord resident, urged support and noted the trail is used by commuters and school children. Supervisor DeSaulnier suggested the County should do the right thing as the property owner, and clean this area up. He said that he only put the sales tax information into the Board Order to show the benefit received by the businesses that have moved to that area,but that funding for the I and scapi ng/mitigation could come from anywhere. He suggested staff consider Redevelopment and any other funds that may be available to mitigate the area on the trail where County businesses have moved out. Supervisor Piepho said she prefers this be an open look at all funding opportunities. She said she hopes to see some cost estimates when this is returned to the Board. She also suggested it could be beneficial to involve General Services in the process. Supervisor Glover noted the need to give businesses an incentive to move to that area and that, when they do,the sales tax money received will in turn be a benefit to the General Fund.
