RECOMMENDED ACTION:

APPROVE AND AUTHORIZE an increase of the stipend for volunteer poll workers in the
Elections Division of the Clerk-Recorder Department.
FINANCIAL IMPACT:

This increase will be funded within the current Elections Division budget. A portion of the cost for i
the current fiscal year will be reimbursable, under the Help America Vote Act (NAVA) of 2002.
The total increase will be approximately $26,070 for the November 2006 General Election.
The Clerk-Recorder is working directly with the Secretary of State to allow such costs to be
reimbursable for the Presidential Primary and General Elections in 2008. If this is not successful,
the increased stipend costs will increase the Elections Division budget in 2008. A portion of the
increase will be partially reimbursed by local agencies.
REASONS FOR RECOMMENDATION%BACKGROUND:

Contra Costa County currently has the lowest poll worker volunteer stipend in the Bay Area.
Since the introduction of electronic voting, the Elections Division has struggled to secure an
adequate number of qualified poll workers, as has much of the State. With the introduction of our I
new voting system and ADA equipment, we realized that more frequent and detailed training is
necessary. Requiring poll workers to attend multiple trainings is a hardship for them and many j
are discouraged from participating in the program.
CONSEQUENCES OF NEGATIVE ACTION:
Failure to increase the poll worker stipend could cause Contra Costa to be unable to recruit
sufficient volunteer workers to staff the required number of poll sites, which are set by statute. If I
