SUBJECT: Contract with Lisa Sweet for Foster Parent Liaison Services.

SPECIFIC REQUEST(S) OR RECOMME\DATIO\(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTIO\:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract
with lis. Lisa Sweet in an amount not to exceed S58,000 to provide Foster Parent Liaison Sen-ices for the I
period November 1. 2006 to October 31. 200?.
FINANCIAL IMPACT:
S38.000: 30°o Federal Funds IV-E. '0% State Licensine allocation.
CHILDREN'S IMPACT STATEMENT:
This contract supports all five of the community outcomes established in the Children's Report Card: 1)
"Children Ready for and Succeeding in School", 2) "Children and Youth Healthy and Preparing for Productive
Adulthood". 3) "Families that are Economically Self Sufficient": 4) "Families that are Safe. Stable and
\urturine: and 3) "Communities that are Safe and Provide a High Quality of Life for Children and Families,"
by providing liaison to foster families providing for a safe and secure family environment. i
BACKGROUND:
The foster parent liaison works with foster families to identify and resolve problems, connect them to resources
and facilitate working relationships between the foster care families and the Emplo-yment and Human Services i
Department (EHSD). Lisa Sweet is an experienced foster and adoptive parent whose hands-on experience
working with EHSD makes her the ideal candidate for this position. Fifty percent of the selection process was
kno«ledge of the child welfare and foster care system and financial process. (=19-04.3)
