RECONEXIEN DATION(S):
1. APPROVE and AUTHORIZE the Health Services Director or Designee to submit an application to I
the California Department of Alcohol and Drug Programs Office of Criminal Justice Collaboration
for funding of up to 5867.000 per .-ear for Substance Abuse Offender Treatment Program (OTP) for
the period of July 1. 21007. through June 31R. 2009. '

FISCAL INIPaCT:
If funded. Countv will receive a maximum of 5867,000 for fiscal year 2006-07. Acceptance of State funding
requires an annual 10 percent match of non-federal. non-state funds to a maximum of S96.333 for fiscal year I
2006-07. Health Services Alcohol and Other Drugs Services will provide the county match from its current
approved Division budget.

BACKGROUND:
Since February 6. 2001. when the Board initially passed a resolution declaring the :alcohol and Other Drugs i
Services Division of the Health Services Department the lead agency- in the count- for Proposition 36
services. the Probation. Courts. and Health Services Departments have collaborated on planning and
operating programs to provide drug treatment and supervision in the community. rather than incarceration. '
for most non-violent offenders xvho use or possess illegal drugs. This application responds to a Letter of

Intent to apply for funding for planning and implementation activities to develop enhanced and expanded i
direct treatment services for offenders in Contra Costa Countv.

If approved, this application will augment State funding in support of this effort, and will enable the County i
LO develop treatment services for Proposition 36 clients reporting a heroin problem requiring narcotic i
replacement therapy- (1RT) services. At present. no Proposition 36 funding is allocated for such \RT j
services. Also, the funding will be used to enhance and maintain appropriate levels of treatment oversight
providing best practices in motivational interviewing and counseling necessary to direct lapsed clientsto
return to treatment with a minimum of sanctions.

The County will be required to track and report outcomes.
