If the City- does not participate. the estimated project cost is S6 =1.000 funded by S540,000 from the Surface Transportation Program Grant (80%) and S134.000 from the Measure C Fundds—Return to Source (_20%'). i REASONS FOR RECOMMENDATIONS AND BACKGROUND: The purpose of the project is to rehabilitate and strengthen existing roadway-with routine maintenance on San Pablo Dam Road. The project consists of pavement grinding,base failure repairs,crack sealing,key-cutting the pavement, remov ina and replacing pavement markers, adjusting utilities, drainage inlets, and manholes, conform driveways. drainage inlets, and roadways. applying a surface treatment and restriping San Pablo Dam Road. If a Joint Exercise of Powers Agreement (JEPA)between Contra Costa Count-and the City of Richmond can be reached. the project will include segments of roadway within the cit-limits. There is no possibility- that the project may have a significant adverse effect on the environment. The project consists of the operation. repair. and maintenance of existing facilities involving no expansion of use beyond that previously existing. The project will not result in the removal of any scenic resource. Location:The project is located in West Contra Costa County, on San Pablo Dam Road from the Richmond City limit near the intersection of San Pablo Dam Rd. / EI Portal easterly to the Richmond City Limit near Tri Lane (approx. 3.3 miles), in the EI Sobrante area (Figs. 1& 2). 2. Project Description: The purpose of the project is to rehabilitate and strengthen existing roadway with routine maintenance on San Pablo Dam Road (Figs. 2). The project consists of pavement grinding, base failure repairs. crack sealing, key cutting the pavement, removing and replacing pavement markers. adjusting utilities, drainage inlets, and manholes, conform driveways, drainage inlets, and roadway, applying a surface treatn;ert and restriping San Pablo Dam Road. At least one lane of traffic will be open at all times during construction activities. Emergency vehicle access will be allowed at all times. Real property transactions, including right-of-way as well as Right to Enter and Construct permits. and utility relocations may be necessary in support of this project. In order to minimize damage to any near by trees, any roots exposed during excavation will be cut cleanly and tree branches will be trimmed.
