I. Recommended Action:
AUTHORIZE the Director of Airports. or designee. to `EGOTLkTE long-term ground lease and
development terms between the Count. as Landlord. and Holiday AirTours the party that has submitted a
development proposal of approximately 8 acres of land on the nest side of the Bron Airport.

H. FINANCIAL IMPACT:

There is no negative impact on the General Fund. The Airport Enterprise Fund could realize lease and other ;
revenues and the County General Fund could realize sales tax and other revenues if a lease is successful)
negotiated. j
III. REASONS FOR RECOMMENDATION/BACKGROUVD:
The Holiday- AirTours hangar development is approximately 8 acres of land owned by the Count- and
located on the westerly side of the Byron Airport(see attached map). The parcel is proximate to the Byron
runways. adjacent to other aviation uses and designat for an uses on QBvron Master �

SUBJECT: Approve Selection of Master Developer for Approximate) 3 Acres. Byron Airport

Plan. The parcel is under the jurisdiction of the Byron airport and entirely within the unincorporated
County.
On August 17.2006.the Contra Costa County Public Works—Airports Division received a letter of interest
to develop the approximate 3 acres at the Byron Airport. The proposed development concept includes an
executive hangar development and related aviation services. I
In accordance with prior discussions with the Federal aviation Administration's (FAA) Airports District j
Office(ADO)reQardins development at Byron airport.the County notified existin¢commercial tenants at
Buchanan Field and Byron Airport to solicit other competitive interest in the property.
The development competitive solicitation process provided a response deadline of September 14. 2006.
for all competitive interests in the sites to be submitted to the County Airport Office. The County- I
received no additional letters of interest in developing the subject properties.

Negotiatina a lease for the approximate 3 acres would begin the process to expand economic
development activity at the Byron airport. and lead to increased revenues to the_airport Enterprise Fund
and expand aviation related business available at the airport once the lease is approved by the Board. A
business proposal must be consistent with the Airport Master Plan and General Plan for consideration.

IV. CONSEQUENCES OF NEGATIVE ACTIO\: j
Delav in negotiating the lease will result in a delay of leasing vacant land at Byron Airport and mai-
negatively impact the Airport Enterprise Fund and County General Fund.
