None. BART is providing funds for the County to prepare eBART station area plan, known as a
Ridership Development Plan.
BACKGROUND / REASONS FOR RECOMMENDATION
The Board of Supervisors requested the Transportation Water and Infrastructure Committee monitor
the eBART Project has it proceeds through the planning, environmental, and design process, and,as
necessary, report back to the full Board on the status of this important transportation project.
The eBART Project is a proposal to extend rapid transit service from the existing terminus of the San
Francisco Bay Area Rapid Transit (BART) System at the Pittsburg/Bay Point BART Station to a new
terminus in the Byron/Discovery Bay area. BART is acting as the lead agency in the planning, design,
and environmental review for this new rapid transit service. BART has initiated the environmental
review process, a combined Environmental Impact Statement and Environmental Impact Report
(EIS/EIR), and will be evaluating several alternatives in the-EIS/-ELR.forthe_eBART Project,-including a
new rail transit service operating on the Mococo line which employs light-weight, self-propelled rail
cars known as Diesel Multiple Units(DMUs)that could provide a cross-platform (seamless)connection
to the BART system at the Pittsburg/Bay Point Station. BART's goal is to bring eBART service to East
County by Year 2010. East County cities and the County have selected eBART station locations in
their respective jurisdictions, and, according to a Memorandum of Understanding (MOU)approved in
2005, each jurisdiction is to prepare a Ridership Development Plans(RDP)fortheir respective station.
The purpose of the RDP is to make sure that the area surrounding each eBART station is compatible
with its transit operations and to adopt supporting land use and access policies that would enhance
system ridership. BART is to provide funding to the jurisdictions for preparing their respective station
RDP.
BART has recently completed an evaluation of the costs for the eBART project, and reported the
results of their cost evaluation to the eBART Project Policy Advisory Committee (ePPAC). Attached
for the Board's information is a copy of the presentation material on the potential funding and
estimated costs on the eBART Project, which was presented by BART to ePPAC on October 12,
2006. As noted in recent press reports, the estimated costs for the--eBARTProjecthave increased
substantially over the estimates originally developed in 2002. The latest estimates put the cost to build
the system to a station in the Byron/Discovery Bay area well in excess of$800 million in 2009 dollars.
This figure is almost double the known potential funding sources of approximately$437 million and it
does not include the cost for right-of-way acquisition of the Union Pacific Railroad's Mococo line.
There are three key uncertainties associated with the eBART Project at this time all of which are
associated with the latest project cost estimates. First, it is unclear at this time when and how BART
will acquire the Union Pacific Railroad's Mococo line for this project. Negotiations for right-of-way
(ROW)acquisition are ongoing between BART and Union Pacific, but there is no definitive timeline on
when the railroad line would be acquired and for how much. Second, it is unclear what the eBART
Project is at this time given the latest cost estimates—How far east will it reach?What stations?What
mode? It could be that eBART is a one station rail extension or it could be a multiple station Bus Rapid
Transit project. Third, it is unclear when the Ridership Development Plans(RDPs)should be prepared,
as called for in the 2005 MOU, since there is such great uncertainty about the definition of the project
based on the latest cost estimates. It was originally intended that the RDPs for each station would be

prepared concurrent with the overall planning, environmental, and design process for the eBART
Project.
These uncertainties raise questions about when to prepare the RDPs for each station, especially for
stations that are furthest to the east including the Byron/Discovery Bay station. Because of the
substantially higher cost estimates, BART is already investigating a plan that phases the eBART
Project so that a minimum operable segment of the system could be built within the known potential
funding sources of approximately$437 million. The minimum operable segment has yet to be defined,
but preliminarily, the discussion at ePPAC has been on building the initial system to as far as Hillcrest
Avenue in Antioch, or perhaps further east to a station in the vicinity of Empire Avenue and Neroly
Road in the Antioch-Oakley area.
Clearly, the schedule for East County cities and the County to prepare their respective station RDPs
has slipped and will be unknown until questions about the ROW acquisition and project definition are
resolved. The-Transportation Water and Infrastructure Committee advises the Board that the County
may need to reconsider when and if it will prepare an RDP for the proposed Byron/Discovery Bay
station based on-the discussions between ePPAC and BART on a re-definition of the project. The
Transportation Water and Infrastructure Committee will provide future updates to the Board_on this
important project as more information becomes available.
