SUBJECT: Approval of Cancellation Agreement#27-603-2 and Contract#27-603-3 with Judith A. Louro
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION
RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Richard Harrison), to execute on
behalf of the County as follows:
1. Cancellation Agreement #27-603-2 with Judith A. Louro, effective at the close of business on
September 14, 2006; and
2. Contract #27-603-3 with Judith A. Louro (dba Judith A. Louro Consulting), a self-employed
individual, in an amount not to exceed $113,898, to provide consulting services to the Department
with regard to various Contra Costa Health Plan's Committees, for the period from September 15,
2006 through September 30, 2007.
FISCAL IMPACT:
This Contract is funded 100% by Contra Costa Health Plan member premiums. Costs depend upon
utilization. As appropriate, patients and/or third-party payors will be billed for services.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
On February 28, 2006, the Board of Supervisors approved Contract #27-603-1 with Judith A. Louro, for the
period from March 1, 2006 through February 28, 2007, to provide consultation and technical assistance to
the Health Plan with regard to the Local Initiative and other Health Plan programs including evaluation of
the Local Initiative, attending meetings with the State Department of Health Services, and making
presentations to Health Plan participating providers to maintain compliance with State regulations and
requirements.
The Department and Contractor have mutually agreed to renegotiate the Contract allowing the Contractor to
provide services as an independent Contractor instead of a Contractor subject to withholding. Therefore, in
accordance with General Conditions, Paragraph 5 (Termination and Cancellation) of the Contract, the
Department ,and Contractor have agreed to a mutual cancellation of Contract #27-603-1. Approval of
Cancellation Agreement#27-603-2 will accomplish this termination.
Under Contract #27-603-3, the Contractor will provide consulting services to the Department with regard to
various Contra Costa Health Plan's Committees including the Executive Committee, Administrative
Coordinating Committee, Health Plan Coordinating Committee, Benefits Interpretation Manual Committee
and the Fraud Conunittee, through September 30, 2007.
