TO: BOARD OF SUPERVISORS -` _ Contra FROM: William Walker,M.D., Health Services Director Costa By: Jacqueline Pigg, Contracts Administrator ' DATE: October 17, 2006 County/ SUBJECT: Approval of Grant Award#28-754 from State of California, Business, Transportation and Housing Agency, Department of Transportation SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION RECOMMENDATION(S): Approve and Authorize the Health Services Director or his designee (Wendel Brunner, M.D.), to execute, on behalf of the County, Grant Award #28-754 from the State of California, Business, Transportation and Housing Agency, Department of Transportation, to pay the County an amount not to exceed $170,000, for Goods Movement and Community-Based Planning Project, for the period from October 1, 2006 through June 30, 2009. FISCAL IMPACT: Approval of this Award will result in $170,000 from the State of California, Business, Transportation and Housing Agency, Department of Transportation for the Goods Movement and Community-Based Planning Project. County will provide $29,500 of in-kind match. BACKGROUND/REASON(S) FOR RECOMMENDATION(S): The Transportation Planning Grant Program is a complement to the Governor's strategic growth plan for transportation to reduce congestion below today's levels while accommodating future transportation needs for growth in the population and the economy. The development of the goods movement infrastructure has a major impact on the built environment through traffic congestion, noise, pedestrian safety, and access to recreation and exercise. The Goods Movement and Community-Based Planning Project will enable the asthma program of the Community Wellness and Prevention Program of the County's Public Health Division to engage community residents, in an effort to reduce the potential impact of diesel pollution, a major asthma trigger, in their communities and improve their built environment. The goal of the Project is to improve the cooperation, communication, and understanding between public agencies and the communities that are the most vulnerable to the impacts of the expansion of goods movement, as well as, to develop community priorities that can inform regional and state decision-making through June 30, 2009. Three certified and sealed copies of the Board Order should be returned to the Contracts and Grants Unit.
