RECOMMENDATION:
Authorize the Redevelopment Director to enter into an Inter-Agency Agreement in the amount
of $24,200 for a term beginning September 1 , 2006, and ending June 30, 2007 for renovation
improvements to 50 Silver Avenue for a Young Adult Empowerment Center in North
Richmond
FINANCIAL IMPACT: No general fund money will be used on this project. The Agency's
financial obligations are from budgeted funds.

BACKGROUND:
These funds will be used to make renovations to a Housing Authority owned property at 50
Silver Avenue in the Las Deltas Public Housing Development in North Richmond. Upon
completion of the renovations the property will be the home of the Young Adult
Empowerment Center (YAEC). The YAEC is a pilot program to provide young adults ages
17-25 with an alternative to gang and criminal activities in the North Richmond area. The
urgent need for this program is based upon the lack of opportunities and services for
young adults in the area. Once renovations are completed, the site will provide program
services in life skills, educational/GED, counseling, employment opportunities, and
recreation. The center will be available to public housing residents, housing choice
voucher participants, and the entire North Richmond young adult population. The goal is
to have the YAEC operational by the end of 2006.
The Contra Costa County Housing Authority is the lead agent for completion of the
renovations. Specific improvements consist of the physical conversion of the facility
including, among other items: modifications of restrooms, replacement of select flooring,
windows, lighting, repainting of walls, cabinet refinishing, electrical system, exterior paint
and fencing. Housing Authority staff will provide construction administration, contracting
and payment processing.
