RECOMMENDATION:
ACCEPT monthly update on the operations of the Community Services Department.
FISCAL IMPACT:
No impact from this update.
BACKGROUND:
To enhance oversight of the Community Services Department the County Administrator is conducting
monthly meetings with the department to receive updates on program issues and to plan and/or
authorize actions that may be needed. To ensure they remain updated regarding the status of the
program, the Board of Supervisors directed the County Administrator, or his designee, to provide
them with a monthly status report.
Attached is the regular monthly report on the operations of the Community Services Department. This
report includes updates on the activities of the Policy Council, personnel issues, fiscal and audit
reports and other programmatic issues.

I am submitting the following report to ensure ongoing communication with the
County Administrator regarding all issues pertaining to the Head Start program and
the Community Services Department(CSD).
A. Policy Council
• The September Policy Council meeting will be held on Saturday,
September 23, 2006 and is the first regular meeting of the 2006-2007 Head
Start Policy Council. At their September meeting they will review and
consider for approval new hires and the Revised Head Start Selection
Criteria. They will also elect their 2006-2007•Policy Council Officers and
community representatives. Prior to the meeting 2006-2007 representatives
will receive an Orientation including, but not limited to, a presentation from
keynote speaker Jerry Gomez and overviews of the Head Start and Early
Head Start Programs, the Community Services Department, Policy Council
by-laws, representatives' roles and responsibilities, and parliamentary
procedures.
• The Male Involvement subcommittee met on September 13th. This month
they have completed two activities from their Action Plan: the collection
and tally of a survey to assess Father Friendliness of all CSD and partner
sites (part of their"assessment" goal) and the finalization and distribution
of a Male Involvement Interest Survey to assess what Head Start father
figures want and need from the Male Involvement Program in the 2006-
2007 school year. One member has begun planning for three regional
events to be held in late October with the goals of raising awareness of the
Male Involvement Program and recruiting men into the program while
providing a fun, safe festivity for the whole family.
• The new Policy Council Executive officers will be invited to attend the
23rd Annual Region IX Professional Development Conference in Reno,
NV October 9th— 13th. Conference topics include parent leadership,
program governance, community assessment, and meeting the needs of
children with disabilities.

B. Personnel Report
1. Current Staffing Activities:
• The department is in the process of hiring into the following classifications:
o 1 Administrative Services Assistant III
o 1 Child Nutritionist
o 1 Information Systems Technician
o 1 Food Services Worker I
0 1 Master Teacher
o 4 Intermediate Clerks
o 12 Associate Teachers
• Interviews are continuing for the Teachers, Intermediate Clerks, and
Associate Teachers.
2. Labor Relations:
• The Unit Tables for FACS Line Staff and FACS Site Supervisor have
reached an agreement as of September 6, 2006.
• Forty-Five (45) cases are currently moving through the grievance process.
Most of the grievances are now at the Step 3 and Step 4.
3. Workers Comp:
• The department has 34 active Worker's Comp cases. Ten of the 34 have
been placed on Bridge assignments, the newly implemented Return To
Work Program.
C. Fiscal and Audit Reports
1. The annual audit of the department's child development program for fiscal
year ending June 30, 2006 is being conducted by the firm of Caporicci &
Larson. An independent auditor's report is expected to be completed and
mailed to the State on or before the due date of December 15, 2006.
2. The department received a financial assistance award letter from the
Administration of Children and Families (ACF)providing for one-time
Program Improvement funding amounting to $42,000 for the 2006 Head
Start/Early Head Start program. This funding will enable the department to
install needed walls and gates in its infant toddler centers located in Balboa,
Richmond and George Miller, Concord.

E. Special Projects/Activities
• Supervisor John Gioia held one of his neighborhood "Meet and Greets"
at our George Miller III center on September 15. Approximately 50-60
parents dropped by to discuss concerns related to safety and the
community. Supervisor Gioia will follow up with the Richmond Police
Department to address these concerns. In addition, Supervisor Gioia has
asked to be placed on the agenda at site parent meetings in the near
future.

• On September 12, 2006, Kristin Smith, our training and technical
assistance representative from STG International. at ACF, visited our
program to obtain a status report on the corrective actions developed
based on our 2006 Self-Assessment. Department staff demonstrated
substantial compliance in all areas found to be problematic in our self-
assessment, including: record keeping and reporting, facilities, attendance
reporting, hand hygiene, and family partnership resources. In addition, an
enhanced monitoring system was presented which met all specifications
recommended by Ms. Smith.
• As of September 13, 2006, we are at 96% enrollment. However, the
current vacancies (4%) are allowable under the 30-day slot replacement
rule as stated in CFR 1305.7(b), which means that our program is at full
enrollment.
• CSD conducted a meeting with the child care partners to help them
prepare for the upcoming federal and state reviews. The partners were
provided with an overview of the PRISM(Program Review Instrument
for Systems Monitoring). During the meeting, the comprehensive
services managers presented the PRISM Questions,and the CSD
Comprehensive Services Protocol for the Partners. It was announced at
the meeting that each Head Start-enhanced classroom teaching team will
receive the 'Ready to Learn Curriculum" which includes information and
activities to assist them in creating a strong foundation for learning in
their classroom. Suggested activities during the first week of school
include strategies for welcoming children, exposing children to consistent
routines and behavioral expectations, and learning basic health practices
such as hand washing, tooth brushing, and pedestrian safety procedures.
The parents of the Head Start enrolled children will receive a bag of
educational supplies which contains crayons, pencils, scissors, a
toothbrush, toothpaste and hand outs on activities connecting the learning
experiences of the children in school to their home.
