Costa i FROM: Joseph Valentine, Executive Director Community Services Department }` Count DATE: October 3, 2006 SUBJECT: Authorization to execute contract for maintenance of customized, Internet- based server platform for family and child assessments I SPECIFIC REQUESTS]OR RECOMMENDATION[S�&BACKGROUND AND JUSTIFICATION RECOMMENDATION: APPROVE and AUTHORIZE the Community Services Department Director, or designee. to execute a contract with Nulinx International. Inc. in an amount not to exceed S72.000 for the maintenance of a customized. Internet-based, server platform for federally mandated family and child assessments for the period May 1. 2006 through April 30. 2008. (Budgeted. 100% State and Federal Funds) (All Districts) FISCAL IMPACT: This contract is funded by the federal Head Start Basic Grant (50 %) and the California Department j of Education (50 %). Funding for this contract is included in the Department's FY 2006-07 budget. There is no net County cost to this contract. CHILDREN'S IMPACT STATEMENT: The Community Services Department Head Start Program supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School' and "Families that are Safe. Stable and Nurturing." These outcomes are achieved by offering comprehensive services. including high quality early childhood education, nutrition. health, and social services. along with a strong parent involvement focus, to low-income children throughout Contra Costa County. The overall goal of the program is to bring about a greater degree of social competence in preschool children from low-income families. BACKGROUND: The Administration for Children and Families (ACF). and the California Department of Education. both require that family and child assessments be conducted on each family within the program. The family and child assessment modules are required by federal rule to collect data on a family's progress toward self-sufficiency and the child's progress for school readiness. This contract , provides for the maintenance of the customized. Internet-based server platform for data input and report retrieval. The Department's IT manager handled negotiations with the County IT department regarding the contract terms and conditions, which took longer than anticipated. Additional delays were experienced with the Department IT managers negotiation with the proposed contractor.
