Valentine, Director ; Count Employment and Human Sery, s tepartment cis "- y rq DATE: October 3, 2006 SUBJECT: Contract with Chabot-Las Positas Community College District (CLPCCD) to provide training for groups home care providers providing services and placements to Contra Costa County children and youth. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment &Human Services Director, or designee, to execute a contract with Chabot-Las Positas Community College District (CLPCCD) in the amount of$269,623 to provide training for group: home care providers providing services and placements to Contra Costa County children and youth for the period from July 1, 2006 through June 30, 2007. (#21-205-3) FINANCIAL IMPACT: $269,623 100% Federal Title 4-E funding. No County Funds. (The total cost of the program is $528,285. EHSD will act as a pass-through for funds to CLPCCD in the amount of$269,623 with reimbursement from federal Title 4-E funds. CLPCCD will provide in-kind match of $258,662 to meet the total program costs of$528,285). CHILDREN'S IMPACT STATEMENT: The training program will support two of the five community outcomes established in the Children's Report Card, "2) Children and Youth Healthy and Preparing for Productive Adulthood" and"5) Communities that Safe and Provide a High Quality of Life and Children and Families"by providing education and training to enable group home providers to better serve children and youth as they move toward adulthood. BACKGROUND: The education and training to be provided to group home caregivers will range from clinical training to topics such as Cardio-pulmonary Resuscitation (CPR), first aid, computer skills, and supervisory skills, all in an effort to expand the expertise of those individuals providing services to Contra Costa County children and youth placed in group homes. Chabot-Las Positas Community College District(CLPCCD)has a successful history in providing an array of training and technical assistance to group homes and foster family agencies, as evidenced by partnerships with Alameda and Solano Counties. CLPCCD and EHSD outreach activities may include presentations,personal contact, and mailings to service providers announcing training information. The contact will result in capacity-building in the Contra Costa County group home community and between counties with the same or similar programs.
