RECOMMENDATION:
Adopt Position Adjustment Resolution #20080 CANCELING one Custodial Manager (Unrepresented) and one
Chief Engineer position (Unrepresented), ABANDONING the Custodial Manager Classification
(Unrepresented), RE-TITLING Assistant Custodial Manager to Custodial and Recycle Services Manager
(Unrepresented), ESTABLISHING the Classification of Assistant Facilities Maintenance Manager
(Unrepresented), and REALLOCATING the salaries of Custodial and Recycle Services Manager
(Unrepresented), Facilities Maintenance Manager (Unrepresented), and Lead Resource Center Attendant
(Represented).
FISCAL IMPACT:
There is a cost savings associated with this action.
BACKGROUND:
In March of 2006, General Services' Custodial Manager and the Recycle and Work Program Supervisor retired
causing two management vacancies in the Custodial Division. The Department analyzed operations and
determined the most cost efficient and structurally effective way to organize this Division would be to combine
it with the Facilities Maintenance Division. The Custodial Manager's duties will be split between the Facilities
Maintenance Manager and the former Assistant Custodial Manager, which will now be titled Custodial and
Recycle Services Manager to reflect the new duties as well as the new reporting structure. The Recycle and
Work Program Supervisor will not be filled and the classification will be abandoned at a later date.
As a result of adding the Custodial Division to Facilities, staff in this Division will increase to 165 employees. In
order to alleviate some supervisory responsibilities from the Facilities Maintenance Manager, Staff
recommends establishing an Assistant Facilities Maintenance Manager. This position will be responsible for
directly supervising the work of Stationary Engineers and two General Services Facilities Supervisors,
developing and implementing a preventative maintenance program, monitoring the new automated work
systems, planning small remodeling and construction projects, and assisting in all management responsibilities
for the Division. A salary survey was conducted and after an analysis of the external market and a review of
internal compaction issues, the salary allocated for this classification is appropriate for the duties it is
responsible to perform.
The Chief Stationary duties will be dispersed between the Assistant Facilities Maintenance Manager and the
Lead Stationary Engineers in the unit. (Continued on Attachment)

At the request of the Department, Staff conducted salary surveys for the classifications of Facilities
Maintenance Manager, Lead Resource Center Attendant, and the Custodial and Recycle Services Manager.
Staff analyzed the external market, internal compaction issues and scope of duties for these classifications and
has found that theses reallocations are justified. The Custodial and Recycle Services Manager's salary is
currently 8.5% below the mean of the external market. This position has also recently assumed half of the
responsibilities of its former supervisor. In order to recognize these new duties and keep this classification
competitive in the market, it is necessary to increase this salary by 5%.
The Facilities Maintenance Manager's salary is currently 2% below the mean of the external market. Though
this salary is competitive, Contra Costa County's Facilities Maintenance Division is more complex than the
majority of the surrounding counties due to the number of trades that are represented, which includes
stationary engineering, carpentry, painting, electrical and now custodial services. The Facilities Maintenance
Manager will be responsible for understanding and leading the Custodial Services unit, which will require a
higher level of knowledge for this field. Due to the increase of responsibility and the newly required knowledge
of Custodial Services it is appropriate to increase this classification's salary by 5%.
The Lead Resource Center Attendant did not have any comparable classification in the surrounding Bay Area
Counties. However, this position has acquired additional responsibilities that have expanded the knowledge
necessary for this position. Since the Recycle and Work Program Supervisor is vacant and General Services
plans on abandoning the classification, the Lead Resource Center Attendant will no longer be working with an
on-site supervisor and will have enhanced lead direction of the Recycling unit. This position will also now be
responsible for handling work order request, identifying items of value that can be sold at auction and obtaining
funds for the auction. Due to this increase in higher duties, itis Staff's recommendation to increase this
classification's salary by 3%.
