RECOMMENDATION:
Adopt Position Adjustment Resolution Number 20133 adding one (1) permanent full-time Eligibility
Work Supervisor (XHHA) position and two (2) permanent full-time Eligibility Work Specialist (XHTB)
positions. (Represented)
FISCAL IMPACT:
This action will result in an annual cost of $238,068.00. These positions are 100% funded by federal
and state revenues.
BACKGROUND:
The Department requests the addition of one Eligibility Work Supervisor to supervise an IHSS/Medi-
Cal Intake and Ongoing Unit. There are currently six IHSS/Medi-Cal Eligibility Workers located in
East, Central, and West County. Bringing all the Eligibility Workers into one centralized unit with one
supervisor will provide program uniformity with consistent policy interpretation as well as operational
consistency, timeliness and accuracy.
The two additional Eligibility Work Specialists will determine the eligibility of applicants for IHSS/Medi-
Cal; perform ongoing case maintenance and annual re-determination of eligibility.
CONSEQUENCE OF NEGATIVE ACTION:
If the Department is unable to add these positions, they will not have a balanced program and
operational control over the IHSS/Medi-Cal program. This may lead to untimely and inaccurate
processing of intake and continuing actions which may lead to State-imposed reduction in funding.
