HONORING THE COMMUNITY SERVICE OF FORMER
RICHMOND CITY COUNCILMEMBER JIM MCMILLAN
WHEREAS, Jim McMillan was born in Mineral Wells, Texas in 1927 and served in the U.S. Army from 1945 to 1947
at Camp Lee,Virginia and Ft. Lewis, Washington; and
WHEREAS, Jim McMillan moved to Corvallis, Oreg&iin 1,047 and attended Oregon State University from 1948 to

1952 and was the first African Americaimo graduate wrth�a�B A i i�Pharrnacy from that school and only the third
African-American, at that time, to graduate from"Oregon State,-and'
WHEREAS, after moving to Berkeley in 1952,Jim McMillan held-his first job working ut'a pharmacy in West
Oakland from 1952 to,1954, worked ui Brookside Hospital's newly opened:pharmacy frau-,1954 to 1956, and worked

ty ' Stfecf Clinic Pharmacy from 1956 to 1958 where he served wrtlf�Dr. George Degnan; and
WHEREAS, in 1958; mIVlcMillanmoved to Richmond and opened they"6`!' StreetPliarmacyt� the first pharmacy in
the city owned and operated''-by ain African-American; later moving it 1961 to.10°i Street and renaming it"McMillan's

WHEREAS, Jim McMillan, in 1966,�moved his b0lhi S§4o,3601 Cutting=Blbd where he served Richmond's southside

as a,popular.attd well'�iespected pharniacist until:he retired and cl6sed-the-business in January 1996; and
WHEREAS, while operating-his°phaiinacy, Jrm McMillan also participated in civic and community activities working
with the East Bays'foreinost ciyrl rlglrtgatid affordable'l ousing leaders such:as Bgi6h Rumford, Jr Wilmont Sweeney,
Allan Broussard; and Liohel Wilson, and

WHEREAS, Jim McMillan served on:the Richmond CityaCouncil frorn 1983 to 1995:and also,erved as Vice-Mayor,
during which time lie strongly aduocated;f6r equal tieatmept„fairnessaand social'Justice for all�6f Richmond's residents
and was known most for'speakiug tip:176f`R 61imoind's most numerable re'siden'ts--la-nJ";ugmg;`reforin of the city's Police
Department which had'been facingcharges of discrimination,aiid
WHEREAS, Jim McMillan is also a,lifetime member of the NAACP andaerved oii.tl e'Richmond Library

Commission, Doctors' Hospital Board of D'i'rectors;Richmond Neighborhood Coordinating Council Board, Panhandle
Neighborhood Council Board, and helps,xaise,scliolarships for African Aniericait college students through his work
with Alpha Phi Alpha Fraternity;
THEREFORE BE IT RESOLVED,that the Contra Costa County Board of Supervisors acknowledges and recognizes
Jim McMillan's service to East Bay residents over five decades and especially thanks him for his work to improve the
quality of life for our County's most vulnerable tesident .1
