County SUBJECT: Approval of Novation Contract#24-859-14 with Edgewood Center for Children and Families C- 37 SPECIFIC REQUEST(S)OR RECOMMENDATIONS)&BACKGROUND AND JUSTIFICATION RECOMMENDATIONN: Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on behalf of the County, Novation Contract 924-859-14 with Edgewood Center for Children and Families, a non-profit corporation, in an amount not to exceed $250,000, to provide day treatment services for Severely Emotionally Disturbed (SED) children, for the period from July 1, 2005 through June 30, 2006. This Contract includes a six-month automatic extension through December 31, 2006, in an amount not to exceed $125,000. FISCAL IMPACT: This Contract is funded 34% by Federal Medi-Cal (FFP), 34% by State EPSDT Funds, and 32% by SB90 Claim. There is no net County cost associated with this contract. CHILDREN'S IMPACT STATEMENT: This SED. Program supports the following community outcomes: "Children Ready for and Succeeding in School"; "Families that are Safe, Stable and Nurturing"; and "Communities that are Safe and Provide.a High Quality of Life for Children and Families". Expected program outcomes include all goals identified by Children's Statewide System of Care guidelines including an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS). BACKGROUND/REASON(S)FOR RECOMMENDATION(S): This Contract meets the social needs of County's population in that it provides subacute treatment services for SED children to reduce the need for hospitalization. On November 2, 2004, the Board of Supervisors approved Novation Contract #24-859-13 with Edgewood Center for Children and Families, for the period from July 1, 2004 through June-30, 2005, (which included a six-month automatic extension through December 31, 2005) for the provision of day treatment services for severely emotionally disturbed children.
