HomeMy WebLinkAboutMINUTES - 01242006 - C.34 TO: BOARD OF SUPERVISORS FROM: William Walker,M.D., Health Services Director - C011tl'a By: Jacqueline Pigg, Contracts Administrator `;•s % --" Costa DATE: January-12, 2006 County SUBJECT: Approval of Novation Contract#74-164-4 with Sunny Hills Services Q . 34 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on behalf of the County, Novation Contract #74-164-3 with Sunny Hills Services (formerly Sunny Hills Children's Garden), a non-profit corporation, in an amount not to exceed $235,308, to provide a Day Treatment program for Seriously Emotionally Disturbed (SED) children, for the period from July 1, 2005 through June 30, 2006. This contract includes a six-month automatic extension through December 31, 2006, in an amount not to exceed $117,654. FISCAL IMPACT: This Contract is funded 35%by Federal Medi-Cal (FFP)Revenue, 35%by State Early and Periodic Screening, Diagnosis and Treatment(EPSDT), and 30%by Individuals with Disabilities Education Act(IDEA/SB90). CHILDREN'S IMPACT STATEMENT: This EPSDT Program supports the following Board of Supervisors' community outcomes: "Children Ready For and Succeeding in School"; "Families that are Safe, Stable, and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families". Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale(CAFAS) and placement at discharge at a lower level of care. BACKGROUND/REASON(S) FOR RECOMMENDATION(S): This Contract meets the social needs of County's population in that it provides Juvenile Court-mandated rehabilitative day treatment, mental health services, and medication support for SED children with emotional and behavioral problems to keep these children in the community and out of State hospitals. On December 7, 2004, the Board of Supervisors approved Novation Contract #74-164-3 .with Sunny Hills Children's Garden (now known as Sunny Hills Services) for the period from July 1, 2004 through June 30, 2005, which included a six-month automatic extension through December 31, 2005, for the provision of a Day Treatment program for Seriously Emotionally Disturbed(SED)children. Approval of Novation Contract #74-164-4 replaces the automatic extension under the prior Contract and allows the Sunny Hills Services to provide services through June 30, 2006.
