SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Adopt Position Adjustment Resolution#19950 to REALLOCATE the salary of the classification Patient
Financial Services Manager.
FISCAL IMPACT:
The annual cost associated with this request including 37.79% County paid benefits and $7,500 for medical
benefits is $8,746.00. Federally Qualified Health Care (FQHC) revenue will offset the cost of this request.
BACKGROUND:
The Health Service Department is requesting a 3.7% salary increase to the classification of Patient Financial
Services Manager to appropriately compensate this management position.
Patient Financial Services Manager is a single position which has the overall responsibility to plan, direct and
monitor the activities of the Financial Counseling Department for Contra Costa County Regional Medical
Center and Regional Clinics, This position reports to the Utilization Review Manager.
In August 2000, the incumbent had oversight for a staff of fifteen. Currently, the Patient Financial Services Unit
has grown to thirty. Staff is also located at three worksites throughout the County. Also, 40% of the
incumbent's time is spent interfacing and working closely with community agencies in an effort to collaborate
health services.
The Financial Counseling Department is responsible for a variety of reimbursement programs (Basic Adult
Care, Healthy Families, AIM Program, Breast Cancer Treatment Fund, MediCare, MediCal, and Family Pact)
for County Health Services and to ensure compliance with State and Federal Health Care Insurance rules and
regulations
CONSEQUENCE OF NEGATIVE ACTION:
Should the salary for this classification not be reallocated, the incumbent will not be appropriately compensated
for the increased scope of authority and job responsibilities.
