Supervisor DeSaulnier introduced this item, noting that similar resolutions have been passed in Alameda and San Francisco Counties. Addressing those who would think that the Board cannot pass a resolution like this and still be supportive of the armed forces, he said he does see this as an opportunity to support the troops and be part of what makes this nation great—providing an opportunity for people to say their piece and to be part of the democratic process. To those who think the Board's priorities are to be focused on those things directly under its control, such as services and financial issues, lie said that historically it Inas often been local governments that have started movements of opposition. The Supervisor said lie thinks it is possible to respect the men and women in the armed services and still disagree with their deployment. Chair Gioia asked for public comment. The following people addressed the Board: • Honorable Karen Stepper, Mayor of Danville, speaking for herself as a citizen, urged the Board to withdraw the resolution as she is concerned it would be a strike at morale; • Councilmember Pete Lawrence, City of Clayton, urged the Board to focus on local, rather than national issues; • Thomas Del Beccaro,Republican Party of Contra Costa, said he thinks the resolution is divisive and that this is not the time or place for such a discussion; • Reverend Phil Lawson, Hercules resident, said that if we want to prevent violence in a comprehensive way,we must not support the use of violence as the solution to problems. He said this resolution speaks to the core of the need to make violence prevention a local priority; • Ken Hambrick, Walnut Creek resident, said the issue shouldn't be about discussing whether to bring the troops home, but about whether this is a concern the Board should be addressing; • Fran Curtis, Antioch resident, noted that the National Guard is trained for combat. He suggested the Board address instead the problems with our levees and our system of emergency response; • Michael Murray,Danville resident,discouraged the County from entering into foreign and military policy issues; • Suzanne Thompson, Alamo resident, said the resolution is a disgrace; • Dale Cook, speaking as a 46-year County resident and a combat veteran, said he opposes this resolution; • Michael Kerr, Bay Point resident, said the war is costing billions of dollars that could go toward funding all those programs that the opponents to this resolution are encouraging the Board to focus on; • Marilynne L.Mellander, El Sobrante resident, noted that she is a long-time Republican but is opposed to the President's actions regarding this war and she voiced support of the resolution; ADDENDUM TO ITEM D.S January 17, 2006 Page 2 of 4 • Susan Swift, El Sobrante resident, said the deployment of the National Guard is a form of a draft for a war that is not drawing enlistment otherwise; • Dan Helix, Concord resident, said the beneficiaries of this resolution would be the Islamic terrorists, and that this resolution would give AI-Qaeda a victory; • Alicia Watson, member of the All American Mom—Delta Nu Psi, said that the deployed National Guard members are good representatives of our country and encouraged supporting them; • William H. Harbin, Martinez resident, noted that the alternative to the National Guard deployment is the draft; • Kathleen Nimr, Martinez resident, spoke in support of the resolution and said that this war was not a response to a threat to national security; • John Baker,Lafayette resident,noted that the terrorists just want to outlast us, and this resolution sends the message to the troops that we no longer support them; • Mike Contelin, San Ramon resident, said that he is the father of two professional soldiers. He noted that the National Guard was not asked for input on this resolution; • Paula Dodd Aiello, San Ramon resident, noted that she was involved in the drafting of this resolution, and in finding a Supervisor to support this resolution. She expressed appreciation to Supervisor DeSaulnier; • Jack Beh-se-resht, Alamo resident, said he is opposed to the resolution; • Nancy Totman, Danville resident, said she thinks the resolution would weaken our Army and embolden the terrorists; • Al Martin, San Ramon resident, said that, speaking as a vet who has a soli who is an Arany Ranger, to pull the troops out now would spread our forces too thin. He said this is a decision best left to the Commander in Chief; • Kris Hunt, Contra Costa Taxpayers Association, said this matter is outside the purview of the Board of Supervisors and is a waste of time; • Tony Carnemolla,VFW Post 75, said an action like this would undermine morale; • John Goerl,Alamo resident, said that we must support our troops overseas. He said that the war in Vietnam was not lost in Asia, but was lost here in the United States. He said passage of this resolution would be doing the same thing; • R.Nathan Green,VFW Post 75, said he opposes the resolution; • Patricia Martin, San Ramon resident, said she is the mother of a vet, and that this kind of tiling undermines morale. She encouraged the polling of veterans groups and the National Guard to see if this resolution has support there; • Lee Halverson, Danville resident, said this is an ill-conceived resolution that would encourage the enemy and demoralize our serving sons and daughters; • Dick Seavey, San Ramon resident and member of the American Legion, recommended rejecting the resolution; • Kathleen Greene, Concord resident, said she does not feel it is disparaging patriotism to discuss the issue; 0 Samual Abbott, Danville resident, said that wars should be fought for the duration; ADDENDUM TO ITEM D.5 January 17, 2006 Page 3 of 4 • John Reese, Walnut Creek resident, said that as a Viet Nam veteran, he knows how it feels to get word that you are not supported back home. He urged the withdrawal of this resolution; • Mike Ketchel, Discovery Bay resident, noted that the Federal government cannot call on more than 50% of the National Guard in any given area, and that the Guard is only fulfilling its intended purpose; • Jack Weir, Pleasant Hill Taxpayers Association, said this is an inappropriate matter for this Board and urged the defeat of the resolution; • John Michael Heller, Danville resident, likened pulling troops out of the Middle East to pulling police out of West County and then hoping for a decreased crime rate; • Paul Morris,Vice Mayor of San Pablo speaking as a citizen, urged the withdrawal of the resolution; • Bob Hanson, Walnut Creek resident, encouraged bringing the National Guard home from an illegal and immoral war. He suggested that we are creating terrorism by occupying Iraq; • John Estes, Concord resident, said this resolution is tantamount to surrender, and suggested that the Supervisors should address national issues as individuals, and in their capacity as a Board should perform duties for Contra Costa County; and • Matthew Del Carlo, speaking for Assemblyman Guy Houston, urged a no vote on the resolution. The following people provided written comments to the Board: ■ Joan Bartulowich,EI Cerrito resident, in support of recalling the National Guard; ■ Donna Marvel, Danville resident,opposing the resolution; ■ Joan Lautenberger, Lafayette resident, in strong support of the resolution; ■ Gail Rodens, Martinez resident, in support of the resolution; ■ Ken and Barbara Norkus,Danville residents, in opposition to the resolution; ■ Gary Hess, opposed to the resolution; ■ Robert Taylor, City of Brentwood, opposed to the resolution; ■ Linda Gampper,encouraging the Board to allow the President to implement his plan; ■ William J. Conroy, Danville resident, opposed to the resolution; ■ Ben Johnson, Pittsburg resident, suggesting that this resolution does not show good judgement; ■ Stephen R. Sonaty, Esq., opposing the resolution; ■ Paul W. Clark, Danville Resident, opposed to the resolution; and ■ Sandy Gregory, urging the Board to vote against the resolution. Chair Gioia returned the matter to the Board. He noted that the time spent discussing this issue today does not mean that consideration time will be taken away from any other important issues. Supervisor DeSaulnier said he thinks this is what the Supervisors are elected to do; that these are the kinds of discussions that should be held, and that there should be a national debate about this war. He said ADDENDUM TO ITEM D.5 January 17, 2006 Page 4 of 4 such debate does not denigrate military service. He said at the essence of democracy is local government taking action. Supervisor Glover encouraged participants not.to challenge each others' patriotism when opinions differ in the discussion. He said that there have been instances when the Board has initiated leadership on national issues by showing what is important at the local level. He said that on this particular issue, he does not feel that the Board is well-enough informed,'and because of that concern cannot support approval of the resolution. He noted lie would be willing to do more research on the issue, and to hear the opinions of those who are better informed. Supervisor Uilkema noted her intention to abstain from those items that are not within the purview of the County's responsibilities. Supervisor Piepho said she would not support any action that would diminish the strength of the troops and the impact our nation is making on the world. She expressed opposition to the resolution, and thanked the vets for their service. Chair Gioia said that debates are important, and that he thinks the Board and the community are stronger for having had this debate. The Board of Supervisors took the following action: Supervisor DeSaulnier moved approval of Resolution No. 2006/15. Chair Gioia seconded the motion. The motion failed with Supervisors Uilkema and Glover abstaining and Supervisor Piepho recording a vote of opposition. Supervisor Glover suggested the Board should have policies in place that define what kind of issues the Board can address, and that this matter should be referred to the Internal Operations Committee for research. Supervisor Piepho asked if this would be a referral to discuss a policy on items that do or do not have any direct relationship to the Board of Supervisors or the business of the County. Supervisor Glover said yes. The Board of Supervisors took the following action: Supervisor Glover moved forwarding to the Internal Operations Committee the issue of looking at guidelines for the types of issues that come before the Board. Supervisor DeSaulnier seconded the motion. It is the first obligation of the president to protect the citizens from those outside and those within who would' da us harm. Hassien and his government were, by their own statemnts, enemies if the US. Unlike most dictators, Irag had the resources to carry out its threat. A viable democracy is the best way to avoid such actions in the future. A democracy in Iraq could very well presage a turn-around of government in the 'Middle East. We have to be successful in .this. The county has many problems such as pension reform, budget deficits, crumbling infrastructure etc. Where on the agenda is discussion of .the grand jury report last year on the county pension problem? For the supervisors to consider as their first act of the year and one of the first acts -_of the new chair a political grandstanding act is irresponsible. The supervisors were elected to solve county problems and provide county services not create political theater. This smells of rank -opportunism. There is much work to do in the county. We still have a large number of guard members still here if we need them. It is sending the wrong message to our other troops from other areas as it will become public media and transmitted to all the troops. When this happens it affects the moral of the troops and sends a negative message to them as well as sending •another type of message to the insurgents, to continue their bombing of .the Iraq people as well the other nations troops to continue our being needed there and it is all hyped by the media circus. The county has many problems such.as pension reform, budget deficits, crumbling infrastructure etc. Where on the agenda is discussion of -the grand jury report last year on the county pension problem? For the supervisors to consider as their first act of the year and one of the first acts of the new chair a political grandstanding act is irresponsible. .The supervisors were elected to solve county problems and provide county services not create political theater. I am a veteran and a member of American Legion Post 246 in Danville. I have had the honor of serving my country as a member of the "Active Duty Forces, The National Guard, and the Army Reserve. I served during Granada, Vietnam and the Persian Gulf.. The views and opinions that I am going to express are my own, but I truly believe that they represent the majority(if not all) of the members of our American Legion Post and those of the Veterans in San Ramon Valley and across the nation. I recommend that the Board of Supervisors unanimously reject the recommended resolution for the following reasons: �v -(4*•��� \ .-'0i r, arc #1. It is completely inappropriate for a my to make such a determination. Those military on active duty, as well as tho in the Reserves and National Guard currently serving on active status, are under ployment according to established national policy. Those who disagree with that po cy should direct their attention to altering, amending or otherwise changing that policy. Our system of government provides for that eventuality and having the governors of each state and territory independently attempt to influence that policy would jeopardize National Security. #2. The National Security of this country depends on the Active Military, The Reserves, and the National Guard. The National Guard is a state militia, but it is funded, equipped, and trained primarily by the Federal Government. Military regulations and laws govern the use and operation of National Guard Forces and the Federal activation of these forces by the Dept. of Defense in support of our National Security. Without such authority the defense of our nation would be put in serious jeopardy. #3. The intent of the proposed resolution appears to be more politically motivated than National Security Motivated. Those in uniform take the oath to serve and protect this nation. Those at home have to support them. #5. Passage of the propos resolution would severely damage troop morale, and our nation's image. It woul give encouragement, comfort and hope to the terrorist, indicating that we as a nation didn't have the fortitude to stand up for what we profess and believe in. I have met with active duty personnel returning home on leave and for discharge. They all have proudly served and comment favorably on the accomplishments of our troops. #6. Our military is made up of Combat and Combat Service Support Units. The mix of unit types in the National Guard and the Reserves varies from state to state. Some states have more combat type units than service support units. The activation of such units depends on the Department of Defenses needs and requirements at the time of activation or deployment. In the early stages of a conflict the combat units may be needed more than the support units such as the MP's, Engineers and Civil Affairs. Doing Our County Business 1/17/06 Dear Supervisors Mark, John, Gayle, Federal & Mary, I've known most of you for many years through my capacity as Mayor of Clayton and on Veteran related items. I speak to you today, not as a Clayton official, but as a local Combat Veteran, and somewhat as a fhend. In no way would I want your job. We have worked together on some issues in the past, and will do so again. But on some issues we will disagree, and I hope this is not one of them. I understand that the job of being a County Supervisor is difficult, that some things are being done very well such as the running of our County Sheriff s Department, but that while you have been doing your best, our County, one of the richest and most favored counties in the state, is beset by problems, many of which are getting worse day by day. Collectively people say you have made some serious mistakes such as agreeing to pension formulas that are unsustainable, ignoring the budget crisis by refusing to make businesslike cuts in past years until they will soon be reaching the draconian stage, by ignoring the land issues of many cities with stalemates in boundaries, zoning and traffic, ignoring your host City Martinez's desire to have your new building fit in with this local community, and paralysis on the crime and murder problems plaguing many parts of the County that require decisive and harsh police work to get under control. Work that can only be done by your leadership and policy-setting for a ZERO tolerance policy upon truants, drugs, gangs, parolees and multiple repeat offenders. You could be solving these issues, and I, the other cities, everybody in this room and most people throughout the County would help you, support you, and wish you well to be successful, for everybody's sake. But instead, for what appears to be political reasons, you waste precious time and staff resources on other things, things that cost money like a new PR position, when if you did your job you wouldn't need it. Things like closing or moving a perfectly good airport, as if we really need 16,000 more houses in Concord instead of a nearby airport, and I'm sad to say things like this back-stabbing Berkeley Resolution that you've put on today's Agenda. As you know, you all collectively apparently don't know much about solving the Counties problems, much less about foreign affairs, the Middle East, and the War on Terrorism. It's clear to the rest of the Country that the People's Republic of Berkeley and San Francisco are also clueless on almost everything, and are the laughing stock of the Nation. Their pretentious dabbling in matters that are National when they can't even run their cities, build a bridge, control the "homeless", or stop gang killings in their own.localities, is what shows them to be considered crazy and filled with kooks. Contra Costa on the other hand has been fairly level headed. When run in Warren Boggess's Era, then Sunne McPeak's we were a growing and admired County, and with Phil Batchelor, even you guys looked pretty good until recent years. I implore you to get a grip, to. focus upon solving our Countywide problems which are many, to stay away from National politics as a body, to avoid petty"advancement politics", and to throw out this horrible and divisive proposed Resolution, and get back to business. If you ignore this advice and want to go "national" anyway, then at least do it on the side of our United States in this War On Terror. Give our country and our troops support to Victory, not to defeat. Give our Troops a boost in their morale, not the Al Queda enemy a boost by thinking that America's home front is spineless, ignorant and too selfish to win. Yes War in Iraq and anywhere is a horrible thing,just like crime. But if you pulled all our police out of the City of Richmond you would have more crime, drugs, murder and horror. Similarly, if you were to pull all our troops out of Iraq before the job is done, YOU will be responsible for the mayhem, millions of good Iraqi's being killed and beheaded, and for the nation of Iraq becoming the next terrorist haven. You talk about the"Greatest Generation" and how they handled WWII. But after the beachhead was established in Europe and all the deaths at Normandy, they didn't clamor to bring our troops home, but finished the job. And in the Pacific as well, we didn't bring our troops home until Total victory. Roosevelt and the County Supervisors of that era would be ashamed that you are even considering this Resolution today. If your proposed Resolution was to be followed rather than scoffed at, a Democratic Iraq would not be the beginning of that part of the world having a real and historic chance at freedom, stability and peace. Instead you would be giving Al Queda terrorists a platform to topple other nearby countries, and to create chemical, biological and someday nuclear weapons that could and would be unleashed around the world and within the United States. So that a packed Concord Pavilion doesn't have 10 thousand attendees wiped out in one evening, so that our refineries or Livermore Lab are not blown up spewing toxics, or radiation and death countywide, or the Caldecott tunnels, Carquinez and Benicia Bridges etc, aren't collapsed with the loss of hundreds of lives,jobs, and our County's fragile economy.
