RECOMMENDATION: APPROVE and AUTHORIZE the Sheriff, or designee, to execute a contract with Michael G. Ross in an amount not to exceed $78,720 to provide consulting services for the Office of the Sheriff for the period January 1, 2006 through December 31, 2006. II. FINANCIAL IMPACT: NONE. All costs associated with this contract are within existing budget. III. BACKGROUND: Contractor will provide management consultation in the areas of budget strategy/monitoring, training, and staff development. Ross in an amount not to exceed $78,720 to provide consulting services for the Office of the Sheriff for the period January 1 through December 31, 2006. The Chair asked the public if they wished to have a consent calendar item considered separately. The following p�rson presented testimony: Business Agent for Public Employees Union, Local 1, Roland Katz strongly highlighted the role of Mike Ross's position that retired as the Director of Animal Services, and was now on a contract with the Sheriff's Department. Mr. Katz believes the County is creating a second tier of employees and the contract and temporary employees. He remarked this practice by the County has to end at the bargaining table, the streets or at Court and conceded the County must change the process of avoiding the merit system. Obie Anderson, Contra Costa County Sheriff's Department, noted no permanent position being displaced for the position being addressed and also said there is no need for a permanent position. Mr. Anderson said the contract with Mr. Ross addresses the Sheriff's needs with precision and would add significant savings based on what would be otherwise the case. Chair Gioia commented that staff is trying to make decisions in the financial interest of the County to fill these Short Term positions with individuals who are qualified for them., and there does not appear to be a need for a permanent County position. Chair Gioia stressed the Coul(nty is seeking every conceivable opportunity to be fiscally prudent by getting by on a permanent County position when these are short-term positions, and conceded does not achieve the object of labor and the County. The Board of Supervisors took the following action by unanimous decision with none absent. ADOPTED Consent Item C.63 dated January 17, 2006.
