DATE: January 17, 2006 PAGE: 2 of 2 REASONS FOR RECOMMENDATIONS AND BACKGROUND: The functional classification of streets and highways categorizes the facilities according to the character of service they provide. Functional classification is used in planning highway systems, determining the jurisdictional responsibility, and developing fiscal planning. It also determines eligibility for Federal-aid funding. Because functional classification determines eligibility for Federal-aid funding, it is important that the County ensure that the functional classification of its roads are current. After comparing the Roadway Network Plan in the County General Plan with the functional classifications of these same roads in the California Road System maps, and reviewing the current traffic counts and analyzing these roads' role in there respective region of the County, Public Works determined that the functional classification of this list of eighteen roads would need to be updated. The eighteen County roads listed for reclassification include:Vasco Road, San Pablo Dam Road,Kirker Pass Road, Crow Canyon Road, Camino Tassajara, Byron Highway, Bailey Road, Deer Valley Road, Point of Timber Road, Taylor Boulevard,Cummings Skyway, Stone Valley Road,Olympic Boulevard,Danville Boulevard,Appian Way, Hillcrest Road, Evora Road, and Buskirk Avenue. CONSEQUENCES OF NEGATIVE ACTION: Failure to approve the reclassification of these County roads could eliminate potential Federal funding sources. THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Resolution on January 7, 2006 by the following vote: AYES: Uilkema,Piepho,DeSaulnier, Glover and Gioia NOES: None ABSENT: None ABSTAIN: None RESOLUTION NO. 2006/ SUBJECT: RECOMMEND to the Federal Highway Administration to modify the functional classification of Vasco Road, San Pablo Dam Road, Kirker Pass Road, Crow Canyon Road, Camino Tassajara, Byron Highway, Bailey Road, Deer Valley Road, Point of Timber Road, Taylor Boulevard, Cummings Skyway, Stone Valley Road, Olympic Boulevard, Danville Boulevard, Appian Way, Hillcrest Road, Evora Road, and Buskirk Avenue, Countywide. DATE: January 17, 2006 PAGE: 2 WHEREAS, the Public Works Director has determined that Bailey Road from the Naval Weapons Station Boundary to Highland Boulevard meets the Federal Highway Administration Guidelines for Functional Classification as a Rural Minor Arterial; and WHEREAS, the Public Works Director has determined that Deer Valley Road between Marsh Creek Road and Balfour Road meets the Federal Highway Administration Guidelines as a Rural Major Collector; and WHEREAS, the Public Works Director has determined that Point of Timber Road between State Highway 4 and Bixler Road meets the Federal Highway Administration Guidelines for Functional Classification as a Rural Minor Collector; and WHEREAS, the Public Works Director has determined that Taylor Boulevard between Pleasant Hill Road and Twinview Place, and Cummings Skyway between State Highway 4 and San Pablo Avenue meet the Federal Highway Administration Guidelines for Functional Classification as Expressways; and WHEREAS, the Public Works Director has determined that Stone Valley Road between Danville Boulevard and Green Valley Road, Olympic Boulevard between Interstate 680 and Pleasant Hill Road, and Danville Boulevard between Rudgear Road and El Portal meet the Federal Highway Administration Guidelines for Functional Classification as Urban Principal Arterials; and WHEREAS, the Public Works Director has determined that Appian Way between Valley View Road and San Pablo Dam Road meets the Federal Highway Administration Guidelines for Functional Classification as an Urban Minor Arterial; and WHEREAS, the Public Works Director has determined that Hillcrest Road from San Pablo Dam Road to 0.16 miles East of Morrow Drive, Evora Road between Willow Pass Road in Concord and Willow Pass Road in Bay Point, and Buskirk Avenue between Treat Boulevard and Oak Road meet the Federal Highway Administration Guidelines for Functional Classification as Urban Collectors; and WHEREAS, the Contra Costa Transportation Authority (CCTA) requires a minimum classification of Collector to qualify for funding; and Resolution No. 2006/17 SUBJECT: RECOMMEND to the Federal Highway Administration to modify the functional classification Vasco Road, San Pablo Dam Road,Kirker Pass Road, Crow Canyon Road, Camino Tassajara, Byron Highway, Bailey Road, Deer Valley Road, Point of Timber Road, Taylor Boulevard, Cummings Skyway, Stone Valley Road, Olympic Boulevard, IDanville Boulevard, Appian Way, Hillcrest Road, Evora Road, and Buskirk Avenue. DATE: January 17, 2006 PAGE: 3 WHEREAS, in discussions with CCTA and the Metropolitan Transportation Commission (MTC), have indicated their concurrence with the list of eighteen county roads Public Works determined met the Federal Highway Administration Guidelines for functional reclassification.
