HomeMy WebLinkAboutMINUTES - 01172006 - C.16 To: BOARD OF SUPERVISORS Contra -1 FROM: John Cullen, DirectCosta or Count Employment and Human Service p ent °°s ;_ n DATE: January 3, 2006 SUBJECT: APPROVE Appropriations(Adjustment for Employment and Human Services SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION- Employment and Human Services (0504): APPROVE Appropriations and Revenue Adjustment No . authorizing new revenue in the amount of$202,020 from the State Adoptions funds, and appropriating it to fund five (5)new Eligibility Work Specialists positions for the California Work Opportunity and Responsibility to Kids (CalWORKS)program. FINANCIAL IMPACT, The financial impact of this board order increases expenditures and revenue levels of the FY 2005-2006 budget through the recognition of State funding. The funding increases the Department's ability to hire the five (5) new positions for the balance of the fiscal year. The action is supported byl00% State funds. No additional county funds are required. BACKGROUND: The five positions requested are to provide additional positions to deal with Temporary Assistance for Needy Families (TANF)/CalWORKS notification to clients of remaining Time-on-Aide(TOA), Clients are limited to 60 total months of TOA received anywhere in the United States. The California Work Information Network's (CalWIN) automated eligibility determination system has limitations in this area, Workers need to research back records for out-of-county or out-of-state requests for TOA and to research and fix current cases that have discrepancies between State and federal TOA systems. TOA system entries are necessary for each client's case in determining what benefits or services the client is allowed. The five (5) Eligibility Worker Specialists will be assigned to a TOA caseload to be updated and maintained. CONSEQUENCES OF NEGATTVF, A(ION: Non-approval of these actions would causl serious client lose of benefits or delay in benefits unnecessarily due to countywide system errors. Non-approval would also cause reassignment of labor to TOA cases, causing problems in the day-to-day operations hampering issuance of timely benefits to local Contra Costa County clients.
