SUBJECT: Montalvin Park Improvements (Engineering and Design Plan)
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. APPROVE and AUTHORIZE the Redevelopment Director, on behalf of the of the
Redevelopment Agency, to execute the Community Development Block Grant (CDBG)
agreement in the amount of $15,000 for the development of the Montalvin Park
Engineering and Design Plan for the time period January 10, 2006 through June 30,
2006.
2. APPROVE and AUTHORIZE the Deputy Director-Redevelopment, or his designee, on
behalf of the County, to execute the Community Development Block Grant (CDBG)
agreement in the amount of $15,000 for the development of the Montalvin Park
Engineering and Design Plan for the time period January 10, 2006 through June 30,
2006.
FISCAL IMPACT
The estimated cost of the project is $15,000. No General Fund impact. Community
Development Block Grant (CDBG) funds will be used for the project and are provided to the
County on a formula basis through the U.S. Department of Housing and Urban Development
(HUD).

BACKGROUNDIREASONS FOR RECOMMENDATIONS
The Montalvin Manor Pedestrian and Transit Access Improvement Strategy document
completed in July 2004 identified a goal of improving the overall features of Montalvin Park.
The goal to improve Montalvin Park was identified within the top ten priority actions for the
Montalvin Manor community. The Montalvin Park improvements,when completed,will benefit
all the residents in the community a I d build community trust and confidence in the success of
the redevelopment plan. The initial step towards improving Montalvin Park is to create an
engineering and design plan for enhancements, upgrades, and overall features of the park.
In August 2005 a community parki improvements survey was conducted for the Montalvin
Manor community. The components chosen by the community to be included in the park
improvements will be determined around January 2006 and from that point forward a
consultant will be retained for creating the improvement plan for Montalvin Park.
The $15,000 of Community Development Block Grant (CDBG) funds awarded to the
Redevelopment Agency and approved by the Board of Supervisors in FY 2004/05 will go
towards the development of an engineering and design plan for improving Montalvin Manor
Park. A Request For Proposals (RFP) will be developed to solicit landscape architect
consultants to develop the improvement plan.
