RECOMMENDATIONS
1. AUTHORIZE a General Plan Amendment study for Assessor Parcel Nos. 435-061-
007/008 located at 4600 San Pablo Dam Road in the EI Sobrante area to consider
change in General Plan land use designation from Multiple Family Residential—Low
Density (ML) to Multiple Family Residential— High Density (MH).
2. ACKNOWLEDGE that granting authorization for this request does not imply any
support for the application to amend the-General Plan, but only that this matter is
appropriate for study.

None. If authorization is granted the applicant shall pay fees to cover the cost for a General
Plan Amendment study.
BACKGROUND/REASONS FOR RECOMMENDATION
The Community Development Department is in receipt of a request from Paul Hafen and Kelly Netherton,
on behalf of Pat and Marian Rosson, the owners of Assessor Parcel Nos. 435-061-007/008, located at
4600 San Pablo Dam Road in the EI Sobrante area for a General Plan Amendment Study to change the
land use designation from Multiple Family Residential—Low Density(ML)to Multiple Family Residential
—High Density(MH). See Exhibit A for a copy of letter requesting General Plan Amendment study. The
total land area of the subject site is 26,000 square feet and it is within the Urban Limit Line. The
applicants are also proposing toIrezone of the site to the M-29 District to match their General Plan
proposal.Their development objective is to secure approval for up to 10 townhouse units on the 26,000
square foot site.
The location of Assessor Parcel Nos. 435-061-007/008, which is the subject of the General Plan
Amendment study request is deplicted in the map attached as Exhibit B.
The EI Sobrante Planning&Zoning Committee is aware of the General Plan Amendment study request.
They do not have any fundamental objections with the possible re-designation of the site to multi-family
residential, but indicated concerns with building height and ingress/egress from San Pablo Dam Road.
They were also concerned with whether the units would be for sale or rentals.
Staff believes the request for a General Plan Amendment study is reasonable and recommends that it be
authorized. The concerns of the IEI Sobrante Planning & Zoning Committee with building height, and
ingress/egress from San Pablo Dam Road should be considered in the General Plan Amendment study.
Authorization for this study does l of imply any support for the application to amend the General Plan,but
only that this matter is appropriate for study.

Dear Mr. Barry,
We would like to request a General Plan Amendment and Rezoning Request for the
approximately 26,000 square foot property located at 4600 San Pablo Dam Rd., APN
435-061-007 and 435-061-008. The property is currently General Plan ML and is zoned
R-7. We would like to request to amend this to General Plan MH and M-29 zoning.
After an examination of the surrounding area, we believe that this is the highest and best
use for the property. We have noted that the four properties directly to the left of the
subject property are MH and zoned M-29. In addition, the three of the four properties to
the right of the subject property are MH and zoned M-29. These properties have been
developed to a density equal to or greater than the current M-29 guidelines. We feel this
request is consistent with the surrounding development in the area.
Our intent is to construct ten townhomes on the property. Construction would be high
quality two story buildings with gabled concrete tile roofs and would exceed in quality
the majority of the surrounding properties.
We met with the El Sobrantem4c on September 8, 2005 to discuss this project. They
had a concern with a three- story building. Based on their comments, we have decided to
limit the building to two-story height. They also voiced their concern over the possibility
of low quality tenants and an increase in crime. We pointed out that the units will be for
sale and that the present concept is substantially better quality than adjacent properties. It
is not likely to attract a"bad" element. Their other concern was increased traffic on San
Pablo Dam Rd. We responded that the project is only for 10 units. Also, ingress, egress
or both can be directed through the rear of the property onto the back street if required.
In addition, we have contact Id Supervisor John Gioia's office to set-up a meeting to
inform him of our plans for this project.
