Resources, LLC (dba Medsource Consultants) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I RECOMMENDATION(S): Approve and authorize the Health Services Director or his designee (Donna Wigand, L.C.S.W.) to execute on behalf of the County, Contract Amendment Agreement #74-086-8 with S.P. Resources, LLC (dba Medsource Consultants), a Limited Liability Corporation, effective October 1, 2005, to amend Contract #74-086-7, to increase the Contract Payment Limit by $74,425, from $40,000 to a new total Payment Limit of$1114,425 with no change in the original term from July 1, 2005 through June 30, 2006. BACKGROITNDIRFASON(,S) FOR RFC0MMF,NDAT1QN4Sl: I For many years the County has contracted with registries to provide temporary qualified physicians to assist the Department during peak workloads,temporary absences and emergency situations. On August 2, 2005, the Board of Supervisors approved Contract 974-086-7 with S.P. Resources, LLC (dba Medsource Consultants), for the provision of temporary help psychiatrists for County's Child and Adolescent Outpatient Mental Health Clinics, for the period from July 1, 2005 through June 30, 2006. j Approval of Contract Amendment Agreement #74-086-8 will allow the Contractor to provide additional hours of temporary psychiatrist services to cover vacation, sick leave and extended leave relief for County-employed psychiatrists, through June 30, 2006. Wigand, LCSW, Mental Health Director DATE: November 7, 2005 SUBJECT: Request for Retroactive Contract Amendment Approval — S.P. Resources (#74- 086), dba Medsource Consultants STATEMENT OF NEED FOR RETROACTIVE CONTRACT Attached is a request to amend Ithe contract with S.P. Resources, dba Medsource Consultants to increase the total payment limit to $114,425.00 effective October 1, 2005. Medsource Consultants provides temporary, psychiatrists to provide vacation, sick leave and extended leave relief for other County-employed physicians. Currently, a physician under this contract is providing relief at the Richmond outpatient mental health clinic for a psychiatrist on maternity leave. Another psychiatrist assigned to that clinic recently left the County's employ, leaving a shortage of doctor time at that clinic. In the past, this contract has not been utilized beyond its fiscal capacity because doctors were available through other contracts such as Vista Staffing Solutions., However, we were jnot able to procure a physician for this assignment through any other source, thus the need to increase this contract's payment limit. It is my understanding that Am Care staff are pursuing an independent contract with the psychiatrist working under this contract (Dr. Davis-Rodriguez)I, as the Richmond Mental Health Outpatient Clinic on 38d` Street is no longer part of the Mental Health Division; rather it is part of the Richmond Ambulatory Care Clinic. Until such time as that contract is in place, there needs to be a payment method to reimburse Medsource Consulta his for Dr. Davis-Rodriguez's services. BENEFIT TO CONTRA COSTA COUNTY . Approval of this retroactive contract will allow the continuation of psychiatric outpatient mental health services by this psychiatrist to West County residents. AUTHORIZATION OF SERVICES These services were requested/authorized by the Mental Health Director, pursuant to the California Welfare and Institutions Code, and under the Bronzon-McCorquodale Act, W&I Code Section 5608.
