ADOPT Resolution No. 2006/ 5 approving and authorizing the Public Works Director, or designee,to submit a
2006/2007 Transportation Development Act Grant Application to Metropolitan Transportation Commission in the
amount of$992,600 for Fiscal Year 2006/2007 for the Pacifica Avenue Sidewalk and Bike Lane, Delta DeAnza
Trail at Willow Pass Road and State Route 4,Pacheco Boulevard Sidewalk Gap Closure, Castro Ranch Road AC
Path/Curb Ramps, and the Bicycle and Pedestrian Safety Education projects, Countywide. (All Districts)

REASONS FOR RECOMMENDATIONS AND BACKGROUND:
Applying for and obtaining grants allows the County to construct more improvements than would be possible
without obtaining these grants.
The following is a brief description of each of the projects listed above:
The Pacifica Avenue Sidewalk and Bike Lane project consists of widening Pacifica Avenue to accommodate a 5-
foot wide Class II bike lane,pavement re-striping, construction of driveway conforms, and installation of concrete
curbs and 5-foot wide sidewalk on the south side of Pacifica Avenue from Driftwood Drive to Rio Vista Elementary
School. This project also consists of constructing an underground drainage system to facilitate proper drainage of
the proposed pedestrian and bicycle facilities.
The Delta DeAnza Trail at Willow Pass Road and State Route 4 project consists of constructing a 12-foot wide
asphalt concrete path on the east side of Willow Pass Road from the State Route 4 westbound off-ramp to Evora
Road(approximately 300 feet), striping a crosswalk across Willow Pass Road at Evora Road, and striping a 4-foot
wide bike lane on the west side of Willow Pass Road from Evora Road to the State Route 4 westbound on-ramp. In
order to construct the 12-foot wide path,the project will also require cutting into a slope on the east side of the path,
therefore a short, V-2' retaining wall will be required. The project also includes construction of two AC ramps on
the southeast and southwest corners of Willow Pass Road and Evora Road for wheelchair access across Willow Pass
Road.
The`Pacheco Boulevard Sidewalk Gap Closure project closes the 300-foot sidewalk gap between Camino Del Sol
and Windhover Way, on the north side of Pacheco Boulevard. Closing this gap would provide uninterrupted
sidewalk from Las Juntas Elementary School to just west of Windhover Way,a distance of 1,500 feet. This project
includes construction of 300 feet of 6.5-foot wide sidewalk and curb, relocation of existing wheelchair curb ramp,
widening of AC roadway and re-striping of roadway shoulder to accommodate a Class II bike lane. This project also
includes relocating a traffic signal and re-striping all crosswalks at the northwest corner of Pacheco Boulevard and
Camino Del Sol.
The Castro Ranch Road AC path project consists of constructing a 5-foot wide AC path on the east side of Castro
Ranch Road between San Pablo Dam Road and Hillside Drive. This project also includes installing eight Caltrans
standard curb ramps at two intersecting streets. Currently there are stretches of existing sidewalk on the east side of
Castro Ranch Road. This project will close the existing sidewalk gaps between Olinda School and San Pablo Dam
Road.
The Bicycle and Pedestrian Safety Education Projects will provide bicycle and pedestrian safety education to low-
income residents of Contra Costa County,particularly children. Activities for 07-08 will include the Bicycle Helmet
Bank, Bike Days Safety Events, and Traffic Safety Education. At selected school sites, classroom traffic safety
education will be paired with Street Smarts Traffic Safety Education Campaign being conducted under separate
funding.
CONSEQUENCES OF NEGATIVE ACTION:
Failure to approve the submittal of this application will eliminate a potential funding source.

WHEREAS, the Metropolitan Transportation Commission (MTC), as the regional
transportation planning agency for the San Francisco Bay region, has adopted MTC Resolution
No. 875, Revised, entitled "Transportation Development Act, Article 3, Pedestrian/Bicycle
Projects," which delineates procedures and criteria for submission of requests for the allocation
of"TDA Article 3" funding; and

WHEREAS, MTC Resolution No. 875, Revised requires that requests for the allocation
of TDA Article 3 funding be submitted as part of a single, countywide coordinated claim from
each county in the San Francisco Bay region; and
WHEREAS, the COUNTY OF CONTRA COSTA desires to submit a request to MTC
for the allocation of TDA Article 3 funds to support the projects described in Attachment B to
this resolution, which are for the exclusive benefit and/or use of pedestrians and/or bicyclists;
now, therefore, be it
RESOLVED, that the COUNTY OF CONTRA COSTA declares it is eligible to request
an allocation of TDA Article 3 funds pursuant to Section 99234 of the Public Utilities Code, and
furthermore, be it
RESOLVED, that there is no pending or threatened litigation that might adversely affect
the project or projects described in Attachment B to this resolution, or that might impair the
ability of the COUNTY OF CONTRA COSTA to carry out the project; and furthermore, be it
RESOLVED, that the COUNTY OF CONTRA COSTA attests to the accuracy of and
approves the statements in Attachment A to this resolution; and furthermore, be it
RESOLVED, that a certified copy of this resolution and its attachments, and any
accompanying supporting materials shall be forwarded to the congestion management agency,
countywide transportation planning agency, or county association of governments, as the case

1. That the COUNTY OF CONTRA COSTA is not legally impeded from submitting a request to
the Metropolitan Transportation Commission for the allocation of Transportation Development
Act (TDA) Article 3 funds, nor is the COUNTY OF CONTRA COSTA legally impeded from
undertaking the project(s) described in"Attachment B" of this resolution.
2. That the COUNTY OF CONTRA COSTA has committed adequate staffing resources to
complete the project(s) described in Attachment B.
3. A review of the project(s) described in Attachment B has resulted in the consideration of all
pertinent matters, including those related to environmental and right-of-way permits and
clearances, attendant to the successful completion of the project(s).
4. Issues attendant to securing environmental and right-of-way permits and clearances for the
projects described in Attachment B have been reviewed and will be concluded in a manner and
on a schedule that will not jeopardize the deadline for the use of the TDA funds being requested.
5. That the project(s) described in Attachment B will be done in compliance with the requirements
of the California Environmental Quality Act (CEQA, Public Resources Code Sections 21000 et
seq.).
6. That as portrayed in the budgetary description(s) of the project(s) in Attachment B, the sources
of funding other than TDA are assured and adequate for completion of the project(s).
7. That the project(s) described in Attachment B are for capital construction and/or design
engineering; and/or for the maintenance of a Class I bikeway which is closed to motorized
traffic; and/or for the purposes of restriping Class II bicycle lanes; and/or for the development or
support of a bicycle safety education program; and/or for the development of a comprehensive
bicycle and/or pedestrian facilities plan, and an allocation of TDA Article 3 funding for such a
plan has not been received by the COUNTY OF CONTRA COSTA within the prior five fiscal
years.
8. That the project(s) described in Attachment B which are bicycle projects have been included in a
detailed bicycle circulation element included in an adopted general plan, or included in an
adopted comprehensive bikeway plan (such as outlined in Section 2377 of the California
Bikeways Act, Streets and Highways Code section 2370 et seq.).
9. That any project described in Attachment B that is a "Class I Bikeway," meets the mandatory
minimum safety design criteria published in Chapter 1000 of the California Highway Design
Manual.
10. That the project(s) described in Attachment B are ready to commence implementation during the
fiscal year of the requested allocation.
11. That the COUNTY OF CONTRA COSTA agrees to maintain, or provide for the maintenance
of, the project(s) and facilities described in Attachment B, for the benefit of and use by the
public.

Functional Description of Project:
The purpose of this prosect is to connect two currently unconnected sections of the Delta DeAnza Bike Trail at Willow Pass Rd. This project consists of constructing a12-
foot wide AC path on the east side of Willow Pass Road from the existing Delta DeAnza Bike Trail at the State Route 4 off-ramp to Evora Road. A short retaining wall will
need to be built along the eastern edge of the path,due to the hillside adiacent to the path. At Evora Road the path will end in an AC ramp to a crosswalk traversing
Willow Pass Road. On the west side of Willow Pass Rd from the crosswalk to the SR4 westbound on-ramp the next section of the Delta DeAnza Trail a bike lane will be
striped. A No-Parking zone will be created on the west side of Willow Pass Rd.,to make room for the bike lane. The Delta DeAnza Trail provides access for bicycle
commuters to the businesses in the Concord and Martinez areas,therefore it is important that this connection be made.

Short Title Description of Proiect: Pacheco Blvd. Sidewalk Gap Closure
Amount of claim:$194,400
Functional Description of Project:
The purpose of this proiect is to close a gap in the sidewalk on the north-side of Pacheco Blvd.between Camino Del Sol and Windhover Way. In order to do this
300 linear feet of 6.5 foot wide concrete sidewalk will be constructed from the corner of Camino Del Sol to the existing sidewalk in the vicinity of Windhover Way. A
curb r mp will be installed at the northwest corner of the Camino Del Sol and Pacheco Blvd.intersection. A signal light post on the same corner will be relocated to
a location within the new sidewalk. To account for the new sidewalk corner location,the crosswalk on Camino Del Sol will be re-aligned and the crosswalk on
Pacheco Blvd.will be extended. The area between the new sidewalk and the existing edge of roadway will be paved allowing the bike route on the north-side of
Pacheco Blvd.to be extended through this section.

Short Title Description of Project: Castro Ranch Road Pedestrian AC Path
Amount of claim:$217,800
Functional Description of Project:
The project consists of constructing a 5-foot wide AC oath on the east side of Castro Ranch Road between San Pablo Dam Road and Hillside Drive. This project
also includes installing eight Caltrans standard curb ramps at two intersecting streets. The proiect will not require widening of the existing road. Castro Ranch Road
currently has two southbound lanes,one northbound lane and is striped to accommodate a Class II bicycle lane on both sides of the street. Currently there are
stretches of existing sidewalk on the east side of Castro Ranch Road. This proiect will close the existing sidewalk gaps between Olinda School and San Pablo Dam
Road. Closing the sidewalk gaps on Castro Ranch Road is part of an overall effort to provide children safe access to their neighborhood schools.
