SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on behalf of the County, Novation Contract #74-220-2 with Seneca Residential and Day Treatment Center, Inc., a non-profit corporation, in an amount not to exceed $927,421, to provide school and community based mental health services for Seriously Emotionally Disturbed students in the Mt. Diablo Unified School District and their families, for the period from July 1, 2005 through June 30, 2006. This Contract includes a six-month automatic extension through December 31, 2006, in an amount not to exceed$463,711. FISCAL IMPACT: This Contract is funded 24%by Federal FFP, 24%by State Early and Periodic Screening, Diagnosis and Treatment(EPSDT), and 52%by the Mount Diablo Unified School District. CHILDREN'S IMPACT STATEMENT: This school-based collaborative program supports the following Board of Supervisors' community outcomes: "Children Ready for and Succeeding in School"; "Families that are Safe, Stable, and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale(CAFAS). BACKGROUND/REASON(S) FOR RECOMMENDATION(S): This Contract meets the social needs of County's population in that it provides school and community based mental liealth services, including assessments; individual, group and family therapy; medication support; case management; outreach; and crisis intervention services for Seriously Emotionally Disturbed (SED) middle and high school aged children and their families. On January 18, 2005, the Board of Supervisors approved Contract #74-220-1 with Seneca Residential and Day Treatment Center for the period July 1, 2004 through June 30, 2005 (with a six- month automatic extension through December 31, 2005), to provide school and community based mental health services for Seriously Emotionally Disturbed students in the Mt. Diablo Unified School District and their families. Approval of Novation Contract#74-220-2 replaces the automatic extension under the prior Contract and allows the Contract to continue providing services through June 30,2006.
