FISCAL IMPACT: Upon approval, this action will result in an annual cost of $112,895.99 and is 100% reimbursed through State funding. BACKGROUND: The Department is requesting this addition due to the increase in size of the Department and the departure of a Personnel Services Assistant in charge of personnel. The Administrative Services Officer position would be responsible for the administration and coordination of the department's budgetary, personnel, and other management programs. In addition, this position would supervise a Personnel Services Assistant III with oversiight of a clerical unit comprised of eight staff members. CONSEQUENCE OF NEGATIVE ACTION: The consequence of negative I action will result in continued understaffing of the Department's personnel and management programs. The Chair asked the public if they wished to have a consent calendar item considered separately. The following person presented testimony: Roland Katz, Business Manager, Local 1, Public Employees Union inquired why these positions should be approved when the Union was advised during negotiations that the County is broke. . Mr. Katz pointed out seven vacant positions approved in the budget have not been filled, and remarked these three positions are funded by the State. He said he could not understand why the Board should approve three management positions versus hiring line staff positions in the Department of Child Support Services. John Sweeten, County Administrator pointed out 100% of the funds for recruiting three management positions will beI funded by State with no cost to the County. Mr. Sweeten said the County has an obligation under State law to provide the best services to Child Support collections and noted the positions in question would help the County better to perform these services. Linda Dippel, Department of Child Support Services agreed with both parties and said currently recruitment is going!on for Child Support specialists. Ms. Dippel noted three positions requested are for skilled employees who are in these particular positions so permanent positions could be created in the budget. Chair Gioia strongly stressed these'services are provided under various State requirements and counties can be fined if they do not meet State requirements. Supervisor Glover requested itarf speed up filling these positions. The Board of Supervisors took the following action by unanimous decision with none absent.
