FINANCIAL IMPACT Balance in fund at the end of the previous year(6/30/04) $1,886,869 Amount in the fund at the end of the current year(6/30/05) $158285394 Amount received during the current year $ 435787 Amount expended during the current year $ 1025262 Amount available for expenditure as of 6/30/05 $ 1205794 Interest was earned in FY 2004 -2005 at a rate of 2.3 %. For FY 2005 - 2006 the principal was invested by the County Treasurer using a laddered approach in ten increments with interest rates ranging from 4.2% to 4.6%, and maturity dates ranging from 2006 to 2010. The higher interest rate, beginning in 2005-06, will make more funds available for program activities. (See Attachment"A"). The trust principal amount earned interest at a rate of 6.6% in Fiscal Years 1998-99 through 1999-2001. A portion of those earnings were spent in Fiscal Years 2001-02 through 2004-05, when interest rates were lower, in order to continue the program at the same level of service. The current projection is that funds will be available to continue program activities at their current level of service through Fiscal Year 2009--2010. An adjustment of$5,953 was made to this report in order to reflect the amount actually received this fiscal year, rather than the (allocated) amount earned. BACKGROUND In 1996, the library was advised that it had been named to receive the proceeds from the Storm's Living Trust valued at $1,707,600, which had been established by Mrs. Wilma Storms. Conditions of the trust require that all proceeds from the trust be placed in a new trust fund (the Wilruss Children's Library Trust) for the design and maintenance of programs that promote literacy and a lifelong love of books and reading in socially and economically disadvantaged areas of Contra Costa County. Terms of the trust authorize the County Librarian to expend earnings from the trust each year and to carry over any unspent earnings from the prior years. In no case is the principal amount to be invaded, other than to pay approved claims against the Storms Living Trust. There is also a provision for an annual reporting to the Board of Supervisors on the Wilruss Children's Library Trust. Strategic Initiatives Diversity Reflect the cultural, linguistic and ethnic diversity of our communities in the service we provide Partnerships Build partnerships that will advance mutual goals Actively involve parents and caregivers in the implementation of our Involve Adults programs for children and adults Target Young Children Emphasize library education and reading for children under 8 Outreach Develop library programs that take services out into the community Reading/Family Promote reading, family literacy and the educational role of the library Literacy/Education Increase the public's awareness of the library's importance in the lives of Public Relations young children Reach Out and Read The Reach Out and Read Program promotes family literacy through a partnership with Contra Costa County Health Services. The program offers services through 5 clinics to reach over 6,000 children and their parents. Over 70 clinic staff, trained in the Reach Out and Read program, provide encouragement, books and materials to families during well child visits to the clinics. These messages about reading inform parents of critical developmental stages for children and provide descriptions of age-appropriate pre-literacy activities. This is an ongoing effort in county clinics serving children from ages six months to five years. By the time a child is ready for school, families have a small library of books, a library card, and an awareness of the importance of reading. Wilruss purchases and distributes age-appropriate books that reflect the county's diverse population, and prepares grant applications for additional funding to support and expand the program. In 2004-05, the County Library applied for and received a Federal Library Services and Technology Act(LSTA) grant of$5,800.00 for the purchase of books and received sustainability funding from the National Reach out and Read Organization in the amount of$2,467.00 Stories-To-Go The Stories-To-Go Program brings regular story times to low-income populations of children. In 2004-05, 45 volunteers made weekly visits to 28 county preschools and daycare centers. Volunteers worked a total of 34 classrooms providing 1,723 hours to deliver 775 story times. The trained volunteers use kits and materials purchased and maintained by Wilruss with funds acquired through grants or community partnerships. There are now 218 Stories-To-Go kits located in five community libraries for use by volunteers. In 2004-05, the Soroptimist International of Pittsburg awarded Stories-to-Go with $1,500.00 to purchase books. The program also has an ongoing agreement with the Monument Community Senior Action Team to train volunteers and help that organization develop the program in the Monument area of the city of Concord. Books To Grow On In 2004-05, Wilruss was awarded a grant of $10,000.00 from First 5 Contra Costa Children and Families Commission to create a new service for in-home daycare providers. These funds were used to create storytime kits that offer theme-based books, props, music CDs and activity notebooks for daycare providers to borrow. The resources in these kits will allow daycare providers to regularly offer age-appropriate storytimes that support the development of pre-reading skills. Three sets of the 25 kits will be housed at the Pinole, Pleasant Hill and Antioch Libraries for easier access on a regional basis. This service will be promoted to daycare providers through the coordinated efforts of Wilruss and the Costa Child Care Council. Goals for Wilruss Wilruss will maintain and expand, where possible,the Reach out and Read, Stories-To-Go, and Books To Grow On programs, all of which incorporate the strategic initiatives identified above.
