RECOMMENDATION
1. AUTHORIZE the Auditor-Controller to transfer$133,000 from the Park Dedication Trust
Fund accounts listed below to the Contra Costa County Public Works Department
(account #7805-9895-REV-6X5296) to finance the Rodeo Creek Bridge Removal and
Replacement project.

BACKGROUND /REASONS FOR RECOMMENDATIONS
Rodeo Creek Bridges: In the late 1970's, as part of the Mariner's Pointe II subdivision in
Rodeo, two wooden pedestrian bridges were constructed across Rodeo Creek. One bridge
is located near Interstate 80 (1-80) and the second is located at the end of Mariner's Point
Court along Rodeo Creek. Both bridges were originally owned and maintained by the
Viewpoint Homeowner's Association (HOA). In 1998,the Rodeo Community built a linear
pedestrian trail along Rodeo Creek from 4t" Street to the end of Mariner's Point Court. The
pedestrian bridge near 1-80 is considered to be an integral part of the trail project but the
Viewpoint HOA would not allow use of it for community trail purposes. However, on August
4, 1998, the County won a judgment in condemnation for ownership of the bridge and has
since been responsible for its maintenance and repair. The second bridge near Mariner's
Point Court remains the property and maintenance responsibility of the Viewpoint HOA.
In August 2003, the County became aware that the Rodeo Creek Pedestrian Bridge was in
disrepair. The County retained a consultant familiar with glue laminate systems to assess
the serviceability of the bridge. On November 12, 2003, the consultant prepared a bridge
assessment report with various alternatives for repair or replacement. On December 8,
2003, the Rodeo County Service Area R-10 Advisory Committee approved a motion of
support for Public Works staff to use Park Dedication Funds to proceed with the removal of
the old wooden bridge and the purchase and installation of a new 85' x 8' prefabricated
metal bridge. The old bridge was removed on January 6, 2004 and the new bridge was
installed on October 21, 2004. Minor modifications were made to the existing abutments
and the transition from the existing trail to the new bridge. The new bridge is an integral
component of the community trail along Rodeo Creek.
The total cost of the project is $173,645. This includes planning, design, administration
and construction costs from fiscal years 2003/04 through 2005/06 ($168,645); and future
bridge inspections ($5,000) of the bridge. In order for the bridge manufacturer's warranty
to be valid,the County is required to conduct regular inspections. At this time, $133,000 is
being requested from Rodeo area Park Dedication funds to off-set a portion of the total
project cost. The remaining costs are to be covered by yet-to-be determined sources.
Public Works is exploring various options to address this funding gap.
Overdraft Charges: It is the policy of the Auditor-Controller to assess overdraft charges
for project expenditures that exceed allocated funding. According to Public Works, the
Auditor-Controller has agreed to waive these overdraft charges provided the Board
approves the request.
Conclusion: It is the policy of the County to use park dedication funds to meet local park
needs. This action is consistent with that policy and staff recommends approval of the
request. There are sufficient funds in the Rodeo area Park Dedication accounts to partially
reimburse the Public Works Department for expenses related to the replacement of the
Rodeo Creek Bridge. If approved, approximately$187,000 will remain in the Rodeo area
Park Dedication accounts.
