SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee (Art Lathrop) to execute on behalf of the County, Contract 423-373-1 with Brookside Community Health Center, Inc., a non- profit corporation, in an amount not to exceed $61,250, for continuation of surge capacity response for bioterrorism and other health emergencies for the period from September 1, 2005 through August 31, 2006. FISCAL IMPACT: This Contract is funded 100% by Federal Health Resources and Services Administration (HRSA) National Bioterrorism Hospital Preparedness Program funds,through the State Department of Health Services. No County funds are required. BACKGROUND/REASON(S) FOR RECOMMENDATION(S): The Emergency Medical Services (EMS) National Bioterrorism Hospital Preparedness Program provides integrated emergency response training of the medical/health system to equip acute hospitals, community clinics, County health centers and ambulance providers to carry out activities to upgrade local preparedness f6r, and response to, biological, chemical, or radiological agents, outbreaks of infectious disease, and other public health threats and emergencies. The main goal of this program is to improve County's readiness for medical or health emergencies and other disaster responses. The Department was recently.notified by the State that funds were available to continue the surge capacity response for bioterorism project. Under Contract #23-373-1, the Contractor will continue to upgrade its procedures and equipment in order to provide an Alternate Care Site to serve as surge capacity in response to bioterrorism and other health emergencies, through August 31, 2006.
