SUBJECT: Contracts for the provision of Mental Health Services for Non Medi-Cal eligible clients as
well as authorization of services that are not covered by Medi-Cal for Medi-Cal eligible
clients.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute
contracts with the following agencies, to provide mental health services for non Medi-Cal eligible clients, as
well as, authorize services that are not covered by Medi-Cal for Medi-Cal eligible clients for the period March
1, 2006 through February 28, 2008.
Agencies Contract Amounts
Family Institute of Pinole $80,000
Family Stress Center $80,000
Touchstone Counseling $80,000
West Coast Children's Clinics and Center %80,000
Total Amount: $320,000
FINANCIAL IMPACT:
$320,000 Budgeted, 100% County Funds.

This contract supports all five of the community outcomes established in the Children's Report Card:
1) "Children Ready and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive
Adulthood"; 3) "Families that are Economically Self Sufficient"; 4) "Families that are Safe, Stable and
Nurturing"; and 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families,"
by providing mental health services to assist families in creating stable family processes as they move toward
self-sufficiency.

eligible clients are federally mandated for adults and children involved in the Child Welfare System.

In an effort to increase accountability for delivered mental health services, the Employment and Human Services
Department (EHSD), Children and Family Services Bureau (CFS) will make direct payment to agencies
delivering mental health service to non Medi-Cal eligible adults and children and for services not covered by
Medi-Cal for Medi-Cal eligible clients involved in the Child Welfare System, no longer making payment
through the Health Services Department (HSD).
Historically, these expenses have been billed via interdepartmental transfer of funds between the HSD and
EHSD. The shift in billing procedures and payment processes will promote increased accountability. EHSD
will make direct referrals, which will increase the ability to track and monitor service delivery and service
outcomes in a more efficient and effective manner. EHSD will use the same provider network of agencies as
that used by theHSD, Mental Health Division, assuring service consistency to children and families.
