EHSD(CONTRACTS UNIT)-EB COUNTY ADMINISTRATOR BY C) r DEPUTY AUDITOR-CONTROLLER CONTRACTORS Page Two In an effort to increase accountability for delivered mental health services, the Employment and Human Services Department (EHSD), Children and Family Services Bureau (CFS) will make direct payment to agencies delivering mental health service to non Medi-Cal eligible adults and children and for services not covered by Medi-Cal for Medi-Cal eligible clients involved in the Child Welfare System, no longer making payment through the Health Services Department (HSD). Historically, these expenses have been billed via interdepartmental transfer of funds between the HSD and EHSD. The shift in billing procedures and payment processes will promote increased accountability. EHSD will make direct referrals, which will increase the ability to track and monitor service delivery and service outcomes in a more efficient and effective manner. EHSD will use the same provider network of agencies as that used by theHSD, Mental Health Division, assuring service consistency to children and families.
