FINANCIAL IMPAC: $600,000 20% County, 70% State (Child Welfare Services Allocation), 10% Federal (Adoption Resource Centers) CHILDREN'S IMPACT STATEMENT: Receiving centers support four of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School"; "Children and Youth Healthy and Preparing for Productive Adulthood"; "Families that are Safe, Stable and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families" by providing a safe, child friendly place in the community for children who have been removed from their homes. They help meet children's food, clothing, shelter, medical and mental health care needs, while limiting disruption in school. RACKGROUND: Receiving centers are currently located in Antioch, Concord, and Richmond, maintained by the Employment and Human Services Department (EHSD) to provide shelter, food, toys, clothing, public health nursing services, and medical referrals as part of a continuum of care for children. Receiving centers serve children who have been removed from their homes and allow EHSD to increase the number of children who can safely return to their families or relatives without going into emergency foster care. By providing time for family assessment, the centers reduce the number of disruptive placements to which a child is subjected. This Board Order will authorize EHSD to issue a RFP for the operation of the 3 receiving centers at $200,000 each, totaling a RFP amount of$600,000, to provide services to children refe by EHSD.
