DATE: Y f co\coiN+�J� County SUBJECT: Correct August 9,2005 Board Order Item#C.59 with the State of California,Managed Risk Medical Insurance Board SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: Correct Board action of August 9, 2005 (Item C.59)which authorize the Health Services Director or his designee (Richard Harrison), to execute on behalf of the County, Standard Agreement (Amendment) #29-765-11 (State #04MP010,Al)and 429-765-12(#04MR010,A2)(the"Amendment"),with the State of California,Managed Risk Medical Insurance Board,to read effective July 1,2005,to amend Standard Agreement 429-765 (the"Contract"), so that the Contra Costa Health Plan assigns and transfers to Contra Costa Health Plan—Community Plan all of Contra Costa Health Plan's rights and interests in the Contract, and Contra Costa Health Plan is hereby expressly released by the Managed Risk Medical Insurance Board from all obligations and liabilities that accrue under the Contract, on and after July 1, 2005. By executing the Amendment #29-765-12, Contra Costa Health Plan — Community Plan assumes all rights,duties,obligations,responsibilities,and liabilities of any type that accrue under the Contract on or after July 1,2005,and agrees to abide by the terms and conditions of the Contract,Contra Costa Health Plan—Community Plan shall not be liable under the Contract to indemnify the State of California for any acts,omissions,cause or reason occurring prior to July 1,2005. Nothing in the Amendment shall be understood to release Contra Costa Health Plan from any duties,obligations,responsibilities,and liabilities accruing before July 1, 2005. FISCAL IMPACT: None. Approval of these agreements shifts the current Contract obligations from Contra Costa Health Plan to the Contra Costa Health Plan Community Plan. No County match is required. BACKGROUND/REASON(S) FOR RECOMMENDATION(S): The County has participated in the State-funded AIM Program since January 1992. This Program provides increased access to maternity; delivery and infant care services for low-income women who have neither Medi-Cal nor private health insurance coverage. The AIM Program also provides comprehensive medical care to the baby during its first two years of life. Under this Agreement, the Contra Costa Health Plan—Community Plan will provide comprehensive medical care during a woman's pregnancy and delivery,and for sixty days post-partum,with no change in the original term from July 1, 2004 through June 30, 2007.
