Contra Costa February 13, 2006 DATE: '�o :.•�r County Approval of the National Bioterrorism Hospital Preparedness Program Local Fun mg Agreement #28- SUBJECT: 307-2 for Fiscal Year 2005-2006 with the State Department of Health Services, Health Resources and Services Administration(HRSA) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMF,NDATIONlCI: Approve and authorize the Health Services Director or his designee (Art Lathrop) to execute on behalf of the County, Standard Agreement #28-307-2 with the State Department of Health Services, Health Resources and Services Administration (HRSA) to pay the County an amount not to exceed $741,028, for the period from September 1, 2005 through August 31, 2006, for the Emergency Medical Services (EMS) National Bioterrorism Hospital Preparedness Program. FISCAL, IMPACT: Approval of this agreement will result in $741,028 of funding through the State to the County Emergency Medical Services for participation in the National Bioterrorism Hospital Preparedness Program, for fiscal year 2005-2006. No County funds are required. BACKGROUNDIREASON(S) + The California Department of Health Services is one of the recipients of the Federal Health and Human Services (HRSA) grant awards for Bioterrorism Preparedness. These funds to California includes funds to be awarded to each County on a formula basis to prepare hospitals, community clinics, and emergency medical services to met specified goals related to critical benchmarks of the Federal Program. These benchmarks include hospital bed surge capacity, pharmaceutical caches to provide prophylaxis hospital and first responders, personal protective equipment for healthcare workers, decontamination systems for patients and providers, communications and information technology to establish secure and redundant communication with and between healthcare facilities, education and preparedness training for.healthcare personnel, and terrorism preparedness exercises. Due to delays at the State level, County Contracts for FY 2005-2006 (Year 4) for the period from September 1, 2005 through August 31, 2006 have just been processed. Failure to submit an executed agreement to the California Department of Health Services by February 21, 2006, may result in the County not receiving the Year 4 (HRSA) funding. On October 11, 2005, the Board of Supervisors approved Contract#28-307-1 with California Department of Health Services, for the period from September 1, 2004 through August 31, 2005. Approval of Agreement #28-307-2 will continue integrated emergency response training of the medical/health system for the Emergency Medical Services (EMS) National Bioterrorism Hospital Preparedness Program, through August 31, 2006. Three sealed/certified copies of this Board Order should be returned to the Contracts and Grants Unit for submission to the State.
