HomeMy WebLinkAboutMINUTES - 02282006 - C.40 sL TO: BOARD OF SUPERVISORS Contra w ".F :=�� _ `• Costa FROM: Lori Gentles, Assistant County, Administrator, Director of Human Resources CountySjA CUUPl'�� DATE: February 28, 2006 SUBJECT: Position Adjustment Resolution # 20039 C64v SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION : Adopt Position Adjustment Resolution # 20039 canceling Clerk — Senior Level (JWXC) position # 6170, and adding the positions of Account Clerk —Advanced Level (JDTD), Library Aide — Exempt (3KW4), and Clerical Supervisor (JWHF). FISCAL IMPACT : The costs associated with this action will be $12,500 per fiscal year, with all costs being within Library Administration's budget. Therefore, there are no net County costs. BACKGROUND : In Library Administration, there is currently one Account Clerk handling the internal Library accounting function. An additional Account Clerk is needed to handle the materials payment processing function. These duties were previously assigned to the Clerk Deep Class series. However, after analyzing the nature and complexity of the duties performed, it was decided that these duties would be more appropriately assigned to the Account Clerk Deep Class series. For the past several years, the Library Administration receptionist duties have been performed by a temporary Library Aide position. This function is constant and essential to the efficiency of Library Administration. Therefore, it has been determined that this function needs to be staffed on a permanent basis. Library Administration has been unsuccessful in its attempt to fill the Office Manager vacancy. By shifting some of the duties and responsibilities, and switching the focus of the position to targeted core competencies, the Clerical Supervisor classification will prove to be more appropriate for the department. RESULT OF NEGATIVE ACTION : If this action is not approved, one current Account Clerk will be forced to take on the additional complex accounting clerical duties that were, historically, assigned to the Clerk-Deep Class series. Also, the Library will continue to assign the constant and essential reception duties to a temporary Library Aide. Finally, the Library will be forced to once again reorganize and redistribute duties within the department in the attempt to utilize the Office Manager classification.
