SUBJECT: Continuation Of Emergency Relative to Contra Costa County
Fire Protection District Communication Center Uninterruptible Power
Supply (UPS), (BOS Resolution 2006/32) O
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
DETERMINE there is a need to continue with the emergency action originally taken by the Board on
January 24, 2006 for electrical repairs on the Contra Costa County Fire Protection District
Communication Center Uninterruptible Power Supply.
FISCAL IMPACT:
The financial impact remains as stated to the Board on January 24, 2006.
BACKGROUND:
On January 24, 2006 the Board acknowledged that an emergency exists related to the
Uninterruptible Power Supply (UPS) at the Fire District Communication Center, that the
emergency will not permit a delay that would result from a competitive solicitation of bids, and the
Board authorized the Fire Chief (or designee) to execute a contract with Bedford Electric to repair
and up-grade the UPS at the Fire District Communication Center.
Pursuant to Public Contract Code Section 22050 and the authority delegated by the Board, the
Fire Chief undertook the following actions: entered into a contract with Bedford Electric to repair
and up-grade the Fire District UPS and related components; and submitted a requisition for the
purchase of a replacement UPS. The actions were necessary to respond to the emergency in
that failure to affect the repairs would jeopardize the ability of the Fire District Communications
Center to receive and dispatch 911 calls.
