RECOMMENDATIONS:
1. RECOGNIZE the Building Inspection Department(Carlos Baltodano, Director) for outstanding
achievement and adherence to the goals and objectives of the County's Small Business Enterprise
Program in 2005.
2. RECOGNIZE the Department of Information Technology(Tom Whittington, Director) for
outstanding achievement and adherence to the goals and objectives of the County's Small Business
Enterprise Program in 2005.
3. RECOGNIZE the Health Services Department(Dr. William Walker, Director) for outstanding
achievement and adherence to the goals and objectives of the County's Outreach Program in 2005.

BACKGROUND
The Outreach Program was adopted by the Board of Supervisors in August 1998 to promote broad outreach
to all businesses, including Minority Business Enterprises, Women Business Enterprises, Local Business
Enterprises, Small Business Enterprises, Other Business Enterprises, and Disabled Veterans Business
Enterprises. The Outreach Program applies to construction contracts over$100,000,purchasing contracts
that exceed $10,000, and Professional/Personal Services contracts of$2,500 or more.
On December 13, 1999,the Board of Supervisors approved the Small Business Enterprise Program for the
purpose of providing small businesses a designated share of County business. The program covers
construction contracts of$25,000 or less,purchasing transactions of$50,000 or less, and
professional/personal services contracts of 50,000 or less. For those contracts and transactions that are not
exempt from the program, 50%of the dollar amount will be awarded to small businesses as defined in the
program. Businesses which do not qualify as a small business will not be able to bid on the contract or
transaction.
The Board directed the County Administrator to work with County departments to implement the program
and referred the program to the Internal Operations Committee for continuing policy oversight and
development of recommendations for the program, if warranted.
In 2003, the Board of Supervisors established a program to formally recognize departments that are actively
complying with the requirements and spirit of the SBE and Outreach Programs. The Internal Operations
Committee has provided policy oversight on the programs since their inception and makes recommendations
to the Board of Supervisors each January on those departments whose program performance during the prior
year merits special recognition.
