ACCEPT the attached annual report from Advisory Council Against Domestic Violence Annual Report, as recommended by the Family and Human Services Committee. 2. APPROVE the recommended operating budget contained, in the annual report. BACKGROUND/REASON(S) FOR RECOMMENDATION(S): On February 6, 2006 the Family and Human Services Committee received the attached 2005 Annual Report on the activities of the Advisory Council Against Domestic Violence (ACAD). The Family and Human Services Committee reviewed the report and accepted the recommendations which are now being forwarded to the Board of Supervisor for their approval. FISCAL IMPACT None — no net County cost. ACCEPT the annual report of the Advisory Council Against Domestic Violence. 2. APPROVE the recommended operating budget contained in the annual report(No Net County Cost). Advisory Body Name: The Advisory Council Against Domestic Violence (ACAD) Advisory Body Meeting Time/Location: The General Membership of ACAD meets four times a year from 5:30-7pm at Concord Police Department Offices, 1350 Galindo Street, Concord, CA 94519. The Executive Committee meetings are the 2nd Monday every month from 3-4:30pm at Concord P.D. Chair: Gloria Sandoval, Co-Chair, STAND! Against Domestic Violence Staff Liaison: Devorah Levine, Office of the County Administrator, Zero Tolerance for Domestic Violence Coordinator Reporting period: January 1, 2005 —December 31, 2005 Mission Statement: To reduce and prevent domestic violence in Contra Costa County by promoting a coordinated, integrated, system-wide response; provide a forum for communication and education in an effort to encourage and stimulate expansion of best or promising practices; and assess current responses to domestic violence and make policy recommendations. History: Established by the Contra Costa Superior Court in 19951, the Advisory Council Against Domestic Violence's (ACAD) purpose is to provide an educational and informational conduit between the courts, domestic violence prevention service providers, and governmental and non- governmental agencies. On January 15, 2003, ACAD officially moved under the auspices of the Board of Supervisors. The reconstituted ACAD focused its third year of operation on organizational development including but not limited to, clarifying role and structure of the Executive and Subcommittee(s), recruitment efforts, providing requested input to the County Administrator on 2004-2005 budget matters and identifying effective agenda items. ' Section 14140 of the Penal Code authorizes each County to establish an advisory council focused on issues of domestic violence. This Code Section permits each local jurisdiction to determine the leadership structure of its council. 1 Accomplishments 2005 ACAD activities and accomplishments for 2005 included the following: • Executive Committee held a planning retreat to discuss the role of ACAD in Contra Costa County, examine the relationship between the Zero Tolerance Initiative and ACAD, and devise a work plan for ACAD. • Advisory Activities in support of ACAD Mission: 1. Participation with County Administrator on proposed recommendations on budget reduction to Zero Tolerance. 2. Joined Zero Tolerance as a partner in the Grants to Encourage Arrests Program, a Federal Grant in the amount of$800,000. a. Police Victim Subcommittee has completed a training curriculum on domestic violence for law enforcement personnel and is working to get the course P.O.S.T. certified. b. Approved allocation of$1,000 to support a Safety Audit of the County's system response to domestic violence. 3. Participation in the Safe and Bright Futures for Children collaborative conducing planning efforts to strengthen the system's response to children who have been exposed to domestic violence. • Special Presentations/Forums: 1. Received a report from the Zero Tolerance for Domestic Violence Initiative on the DELTA project(focused on preventing domestic violence before it occurs). • Discussed the issue of conflicting protective orders and how to assist law enforcement and the courts in addressing this problem. • Updated the Countywide Chiefs Domestic Violence protocol. Challenges • Transitions in leadership and turnover in staffing among member agencies has made retention and active participation of members challenging. Mike Tye, Chair of ACAD, resigned in November 2005. The membership will be holding elections in the next few months of a new slate of officers and plans to aggressively market ACAD's value and efforts to its members. ACAD Objectives and Tasks 2006 ACAD's objectives are currently focused on: 1. Continue to develop the role of ACAD and increase active participation. 2. Complete countywide training of law enforcement and develop multi-disciplinary case conferencing model. 3. Assess current responses (through completion of a Safety Audit) and make policy recommendations. 4. Monitoring ACAD's budget. ACAD netted$6,797 in fees from the last annual conference in 2002. Consistent with ACAD's mission and purpose we would request authorization to expend these dollars in the following categories; printing & copying, meeting refreshments, safety audit and training. (See attached budget). 2 Advisory Council Against Domestic Violence (ACAD) 2006 PROPOSED BUDGET REVENUE Conference Fees Fund Balance $5,476.83 Total $5,476.83 EXPENDITURES Printing& Copying $1,797 Meeting Refreshments $500 Safety Audit $1,000 Training (workshops, conference, retreat, costs, room, rental, speaker fees etc.) $2,179.83 Total $5,476.83 BUDGET NARRATIVE Revenue In 2002, the Advisory Council Against Domestic Violence (ACAD) held an annual training conference to train professionals in the domestic violence field on current best practices. Conference fees charged to participants netted $6,797. Expenditures for FY 04/05 totaled $1,320.17 bringing the fund balance to $5,476.83. Expenditures Printing& Copying- $1,797. These expenses include the production of materials designed to educate professionals and the community on ACAD and domestic violence issues. Meeting Refreshments - $500. ACAD holds a General Membership Meeting four times a year and typically provides meeting attendees with beverages and snacks. Safety Audit- $1,000 - ACAD joined as a partner with Zero Tolerance for Domestic Violence Initiative to conduct a safety audit of the DV response system. Grant funds, SB 425 (fees on vital records), and EHSD funding are contributing to the expenditures associated with conducting the safety audit. Expenses include $8,000 for a consultant to coordinate the audit and prepare the report. ACAD is contributing $1,000 toward this contract. Traininiz - $2,179.83. The membership will be discussing what types of workshops, conference(s), or retreats would be most relevant for 2006. Anticipated expenses include renting a facility to hold an event, speaker/facilitator's fees, travel and lodging for the speaker, refreshments, and the production of binders. 3
