RECOMMENDATION: RECEIVE December 1, 2004 — November 30, 2005 Annual Report submitted by the In-Home Supportive Services Public Authority. BACKGROUND: On June 18, 2002, the Board of Supervisors adopted Resolution No. 2002/377, which requires that each regular and ongoing board, commission, or committee shall annually report to the Board of Supervisors on its activities, accomplishments, membership attendance, required training/certification (if any), and proposed work plan or objectives for the following year, on the second Tuesday in December. Acute and Long Term Care Integration (ALTCI): Participated in county activities to establish an Acute and Long Term Care Integration program for Contra Costa County. The Public Authority Advisory Committee Chair is a member of the Acute and Long Term Care Advisory Committee and chairs the Consumer Continuity Task Force for the Acute and Long Term Care Integration Initiative. Rapid Response Program: Participated in planning efforts to establish.a Rapid Response program for IHSS consumers in the county. IHSS Provider Training: Through the Health, Safety and Education Committee, recommended consumer and provider curriculum that was presented in the months of March, July, August, October and November. Also, recommended providing stipends to increase provider participation at the training opportunities. 487 consumers and providers attended training and educational activities. In-Home Support Services Time for Task Guidelines: Reviewed State Survey that will solicit input from In-Home Support Services (IHSS) consumers on Time for Task Guidelines. (Two members directly participated in the survey process.) Every Generation: Participated in the Support Services Work Group for Every Generation. II Accomplishments Meetings with Supervisors: Individual members met with Supervisors Gioia and Glover to acquaint them with the work of the Public Authority Advisory Committee and distributed written materials that included Public Authority background, monthly - 1 - statistics about provider and consumers in the county and or the Registry and the Advisory Committee Newsletter, "Living Independently." Meetings with State Legislators: Five members attended a conference on critical issues facing In-Home Supportive Services in Sacramento in June and met with legislators from Contra Costa County. Training for In-Home Supportive Services Consumers and Providers: Members designed and participated in training to consumers and providers about employee/employer relations including performance of authorized tasks, correct completion of time sheets, the importance of using universal precautions, CPR, stress reduction and best practices for interviewing potential providers. Review of Public Authority Advisory Committee Policies: Conducted a review of all Advisory Committee policies and made revisions, as necessary. Newsletter: Published four issues of"Living Independently,"the Advisory Committee Newsletter mailed to 6,100 In-Home Support Services consumers and 4,600 providers in the county. III Attendance/Representation State Law, regulations and County Ordinance specify an 11 member Advisory Committee appointed by the Board of Supervisors. No fewer than 50 percent of the members shall be individuals who are current or past users of personal assistant services paid for through public or private funds or recipients of In-Home Supportive Services. In January 2005 there were 10 appointed members, with just one vacancy for a consumer under age 60. In April two members resigned: Ruth Daniels from District II and Sandra Hanson from District I. In September, Alice Navarro, consumer over 60 resigned. At the end of December 2005, there were four vacancies on the Public Authority Advisory Committee: one for a consumer under age 60, one for a consumer over age 60, and one professional vacancy from Supervisorial Districts I and II. Recruitment for replacement members was ongoing throughout 2005. Each issue of the Advisory Committee Newsletter,Living Independently, mailed to all 6,000 + IHSS consumers and 4,500 +providers in the county included an appeal for interested persons. Presentations were made at the Central, East, and West County Senior Coalitions. Fliers were mailed to every IHSS social worker, Senior Center and Senior Residential program in the county. A total of 6 individuals have returned applications and are in the process of being reviewed by the Nominating Committee of the Advisory Committee before being forwarded to the Internal Operations Committee. - 2 - The June Advisory Committee Meeting had to be cancelled due to lack of a quorum. The Advisory Committee voted to not meet in December 2005. One Advisory Committee member was absent from 3 meetings during the calendar year 2005. Two members were absent from 2 meetings in 2005 and 3 members were absent from 1 meeting in 2005. (See attached chart.) IV Training/Certification The Public Authority Advisory Committee received training or attended presentations on the following topics: • Statewide Quality Assurance Implementation • Acute and Long Term Care Integration • State Olmstead Stakeholders Group • Contra Costa County Every Generation Plan • Medicare Part D/Health Insurance Counseling and Advocacy Program • Brown Act • Legislative Advocacy • Office of Emergency Services (OES)=Disaster Preparedness V Proposed Work Plan • Oversee implementation of the Rapid Response Program • Continue participation in the Acute and Long Term Care Integration Program • Continue participation in disaster preparedness for the elderly and persons with disabilities (coordinate with Office of Emergency Services, the Red Cross and other essential agencies) • Continue legislative advocacy for In-Home Supportive Services • Pursue grant sources for funding to enhance the consumer and provider training curriculum and library for the Public Authority • Continue to work collaboratively with In-Home Supportive Services and other county departments Prepared by: Bertha Stobb, Chair John Cottrell, Executive Director Fran Smith, Program Manager - 3 - a) U N N O O M a) (t3 U a) O z a a I CLI I a 0-1 CL a U _0 U as a aaaa.
