Costa e .,� DATE: FEBRUARY 14, 2006 - County sTa coiix't't SUBJECT: AUTHORIZATION TO EXECUTE CONTRACT AMENDMENT WITH C �� MARTINEZ EARLY CHILDHOOD CENTER Specific Request(S) or Recommendation (S) & Background and Justification RECOMMENDATION (S): APPROVE and AUTHORIZE the Community Services Director, or designee, to execute a contract amendment with Martinez Early Childhood Center, effective January 1, 2006, to increase the payment limit by $4,800 to a new payment limit of $100,800 with no change in the term of July 1, 2005 though June 30, 2006, to provide preschool services to an additional four children for the period of January 1, 2006, through June 30, 2006. FINANCIAL IMPACT: Funding for this contract is already included in the Community Services Department's proposed FY 2005-06 Budget. There is no net County cost to this contract. CHILDREN'S IMPACT STATEMENT: The Community Services Department's Child Care program supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County. REASONS FOR RECOMMENDATIONS/BACKGROUND: This proposed contract amendment between the Department and the Martinez Early Childhood Center will increase the payment limit by $4,800 to the new payment limit of $100,800 so that the contractor can provide preschool services for additional four children for the period of January 1, 2006, through June 30, 2006. Reasons for Recommendation and Background: The Contra Costa County Redevelopment Agency (Agency) is proposing to acquire the subject property as part of its downtown revitalization and local economic development strategy. This action, which has been recommended by the Rodeo Municipal Advisory Council, will permit the Agency to pursue the community goal of creating a new Rodeo Town Square, a catalyst project that is expected to include a mixed-use development, including a town plaza, in downtown Rodeo. The Agency will work with the Rodeo community through a public process to determine the land use program and to identify a developer. The development furthers the Rodeo Waterfront/Downtown Specific Plan strategy to create opportunities, for neighborhood commercial uses in the downtown by increasing residential opportunities nearby. The acquisition of the subject property is the second and final acquisition by the Agency in its effort to assemble a site suitable for a downtown town square. The Agency acquired two adjacent undeveloped parcels in February 2005. On January 24, 2006, the County Planning Commission determined the acquisition of the subject property is in conformance with the County General Plan. Acquisition of the property has been determined to be exempt from CEQA pursuant to section 15061(b)(3) of the CEQA Guidelines. IV. Consequences of Negative Action The property would not be available for Agency-sponsored development.
