(Budgeted: 100% State, No Matching) (All districts) FINANCIAL IMPACT: $49,500: 100% State CHILDREN'S IMPACT STATEMENT* This contract supports all of the community outcomes established in the Children's Report Card: 1) "Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3) "Families that are Economically Self Sufficient"; 4) "Families that are Safe, Stable and Nurturing"; and 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families," by providing a system for ensuring outcomes are achieved. BACKGROUND: Assembly Bill 636, which enacted the California Child Welfare System Improvement and Accountability Act of 2001, instituted an outcomes-based system which attempts to meet the needs of California's children and families for improved safety, permanency and well-being. Contra Costa County began implementing AB 636 as one of eleven Cohort 1 counties, and the County is now in its second year of ongoing implementation. AB 636 requires the development of a System Improvement Plan(SIP). The SIP follows a state-prescribed performance improvement planning process. The County submitted its first SEP to the State of California in September 2004, and the County recently submitted its second SIP in September 2005. This contract will provide assistance with the development of the SEP for the upcoming fiscal year. California Consulting was selected through the competitive bidding process, Request for Interest 279 (RFI #279).
