If the Alamo residents vote against the special tax,the preliminary estimated project cost is $2,200,000 funded by Alamo Area of Benefit (100%), which includes Phase I costs of the project. If the Alamo residents vote in favor of the special tax,the preliminary estimated proj ect cost is$6,000,000 funded by a Special Tax(63%)and the Alamo Area of Benefit(AOB)(37%),which include both Phase I and Phase H costs of the project. REASONS FOR RECOMMENDATIONS AND BACKGROUND: The purpose of this project is to install traffic improvements on Danville Boulevard(Blvd.)in the Alamo area,to ease excess traffic queuing. There are two phases to the project. The improvements for Phase I, include reconfiguring the intersection and approach lanes at Danville Boulevard (Blvd.) and Stone Valley Road (Rd.), and removing two non-native trees in support of the intersection reconfiguration,installing pedestrian warning lights on Danville Blvd. at Jackson Way,and installing a median on Danville Blvd.north of St.Alphonsus Way. In order to minimize damage to any nearby trees,any roots exposed during excavation will be cut cleanly and tree branches and shrubbery will be trimmed, throughout the entire project. Real property transactions may be necessary in support of this project. At least one lane of traffic will be open at all times during construction activities. Phase I of the project will move forward independent of the special tax vote. Phase H of the project will be implemented according to the alternative chosen by Alamo residents for additional traffic improvements at the intersection of Danville Blvd.and Orchard Court.The CEQA document discusses both alternatives that will be voted on; (1)Roundabout Alternative,which would be funded by the special tax and the Alamo AOB; and the (2) Traffic Signal Alternative, which would be funded by the Alamo AOB. It can be seen with certainty that there is no possibility that the activity may have a significant adverse effect on the environment. Location: The project is located in the unincorporated community of Alamo (Fig. 1-8) 2. Project Description: The purpose of this project is install traffic improvements on Danville Boulevard (Blvd.), to ease excess traffic queuing. The improvements include reconfiguring the intersection and approach lanes at Danville Boulevard (Blvd.) and Stone Valley Road (Rd.), and removing two non-native trees in support of the intersection reconfiguration, installing pedestrian warning lights on Danville Blvd. at Jackson Way, and installing a median on Danville Blvd. north of St. Alphonsus Way. Also, authorize a vote by Alamo residents of an assessment for a special tax to pay for additional traffic improvements at the intersection of Danville Blvd. and Orchard Court, and implement those improvements. The first phase of the project consists of removing triangular shaped median islands ("pork chop" medians), removing two non-native trees [one eucalyptus tree - approximately 18" Diameter at Breast Height (DBH) and one olive tree (approximately 10" DBH)], widening sidewalks and existing pavement, removing existing curbs and replacing with Americans with Disabilities Act (ADA) curb ramps, relocating existing signals, adjusting manholes, drainage inlets, utilities, traffic loops, traffic signs, and restriping. The project also consists of installing pedestrian warning lights along the existing crosswalk on Danville Blvd. and Jackson Way, and constructing a raised concrete median, north of Saint Alphonsus Way. Danville Blvd. / Stone Valley Rd. Intersection: On southbound Danville Blvd., there is an eastbound left turn lane, a southbound through lane, and a westbound right turn/through lane. The intersection and approach lanes need to be reconfigured to ease excess traffic queuing. Work at this location consists of relocating two traffic signals from the two existing "pork chop" medians on Stone Valley Rd. at the intersection of Danville Blvd. to existing sidewalks, then removing the "pork chop" medians. The existing eastbound left turn lane will remain, as will the westbound right/through lane. The conversion will allow for two dedicated eastbound left turn lanes onto eastbound Stone Valley Rd. to ease traffic flow (Fig. 4). Work at this location also includes adjusting manholes, drainage inlets and utility poles, installing traffic loops and traffic signals, widening existing sidewalks, installing ADA ramps, re-striping, removing one non-native eucalyptus tree {approximately 18" Diameter at Breast Height (DBH)} and one non-native olive tree (approximately 10" DBH) to accommodate sidewalk widening and the relocation of the signal, and trimming surrounding tree branches. Danville Blvd./ Jackson Way/ Saint Alphonsus Wav/Alamo Wav: Work at this location includes installing pedestrian warning lights along the existing crosswalk at Jackson Way to allow pedestrians to cross Danville Blvd. (Fig. 5), and constructing a 70-foot long by 8-foot wide raised concrete median with a decorative entryway sign, on Danville Blvd., immediately north of Saint Alphonsus Way to help slow the traffic. The second phase of the project consists of presenting a special tax measure to the community of Alamo to vote whether they want to pay for additional traffic improvements at the intersection of Danville Blvd. and Orchard Ct., and to implement those improvements. Danville Boulevard / Orchard Court: The Orchard Ct. intersection is currently skewed and has been a conflict area for vehicle merging. To resolve this issue, a traffic calming mechanism must be installed. Therefore, the community of Alamo shall decide by voting what type of traffic calming measure would be suitable and installed. There are two alternatives that the community will consider and vote on. 1) Roundabout Alternative: This alternative includes a single lane roundabout at the Danville Blvd./Orchard Ct.- Alamo Plaza Driveway intersection with landscaping in the center island of the roundabout. Lane modifications would occur as part of this alternative along with any necessary curb, sidewalk and drainage modifications/improvements. Additional landscaping would be installed throughout the intersection as well as along this corridor between Stone Valley Road and St. Alphonsus Way. Driveway consolidation of various driveways along the corridor would also occur to reduce conflict points along the corridor. Right-of-way acquisition would be required. (Fig.7) 2) Traffic Signal Alternative: This alternative involves the construction of a traffic signal at a re-aligned Danville Blvd./Orchard Ct.-Alamo Plaza Driveway intersection. Crosswalks would be installed on the west, north and east legs. Lane modifications would occur as part of this alternative along with any necessary curb, sidewalk and drainage modifications/improvements. A landscaped plaza could be provided on the southwest corner in addition to landscaping improvements along the corridor between Stone Valley Road and St. Alphonsus Way. Driveway consolidation of various driveways along the corridor would also occur to reduce conflict points along the corridor. Right-of-way acquisition would be required.
