FISCAL IMPACT : The costs associated with this action are 100%funded by state and federal revenues. BACKGROUND : In the past, two classifications [(1)Assistant Director of Community Services and (2) Family and Children's Services (FACS) Head Start Division Director—Project) reported directly to the Director of Community Services, assisting in the planning, organization, and direction of various Community Services and FACS programs. As a result of the resignation of the Assistant Director of Community Services in 2003, the FACS Head Start Division Director— Project assumed some of the responsibilities of the Assistant Director, while still maintaining current responsibilities. The duties that were assumed by the FACS Head Start Division Director— Project included: o Assuming responsibility for the department in the Director's absence. o Supervising the day-to-day delivery of a broad scope of department programs. o Overseeing all of the Department's field operations. o Assisting the Director in working with staff to establish long range strategic goals and objectives. o Assisting in the development of program budgets and closely monitoring ongoing fiscal reports and initiating. changes in program expenditure activities as required. o Reviewing the progress of department programs and activities in meeting established goals and objectives and initiating corrective action measures as appropriate. o Representing the department in contacts with other county departments, and with local, state and national organizations as requested by the Community Services Director. Other duties of the Assistant Director of Community Services position were absorbed by various FACS Assistant Director- Project positions. The Community Services Department has decided to abandon the classification of Assistant Director of Community Services. With the additional responsibilities now being permanently imposed upon the FACS Head Start Division Director— Project, the Community Services Department proposes a retitling of the classification, as well as a reallocation of the salary to more appropriately classify and compensate the incumbent of this single-position classification according to its current scope of assignments and responsibilities The salary reallocation will result in a 5% increase. Staff has conducted an external salary survey and the results indicate that the proposed salary is appropriate. RESULT OF NEGATIVE ACTION : If this action is not approved, the FACS Head Start Division Director— Project will continue to perform the out-of-class duties of the Assistant Director of Community Services, which would lead to an improper classification of the incumbent of the position.
