SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Adopt Position Adjustment Resolution#20037 to ADD one full-time Pre-Hospital Care Coordinator for
Emergency Medical Services.
FISCAL IMPACT:
The cost for this position will be covered 100% through County Service Area Emergency Medical (CSA-EM-1);
Measure H Funds paid through Budget 7406, orgs — (7406 at 90% and 7405 at 10%). The monthly maximum
salary for this position is $7,032.641; and annual cost for this position including benefits and health insurance
will be $123,783.31.
BACKGROUND:
The Health Services Department is requesting to add one full-time Pre-Hospital Care Coordinator position for
Emergency Medical Services Agency (EMS).
On May 18, 2004 Board of Supervisors approved the "Ambulance Contract and RFP/Paramedic Engine
Services", Measure H for the Health Services Department. Health Services has been authorized for paramedic
first responder system oversight; enter into agreement with fire services in CSA EM-1 Zone and establish a
First Responder Paramedic Fund. Monies will be shifted from the CSA EM-1 funds from ambulance subsidy to
fire paramedic First Responder Program. Funds will be used to augment paramedic first responder services in
any areas determined to be deficient in paramedic coverage and provide monies for transportation for indigent
patients.
The Health Services EMS Agency is responsible for approving paramedic service providers; and providing
continuous quality improvement and coordination of paramedic personnel and training programs within an
EMS system. (Title 22, 100144 "a"). The new position will assist in carrying out these activities for the
paramedic first responder system as approved by the Board of Supervisor.
A contractor has been performing these duties since 2003.
CONSEQUENCE OF NEGATIVE ACTION:
Should this request not be granted, the Emergency Medical Services Agency will not meet the EMS system
agreement under title 22, 10014 which was approved by the Board of Supervisors on May 18, 2004.
