BACKGROUND: All of the management classifications in the Real Estate Division of General Services are eligible for a 5% Real Property Agent Advanced Certificate Differential for possessing a Senior Member Certificate issued by the International Executive Committee of the International Right of Way Association. A new classification, Real Estate Manager — Exempt, was recently created and is assigned to oversee the Real Estate Division. As a result this class should also be eligible for the differential. CONSEQUENCE OF NEGATIVE ACTION: Failure to establish a 5% differential for the Real Estate Manager— Exempt classification will result in a decreased incentive for an incumbent to obtain their Senior Member Certificate, which the Department wants to highly encourage. WHEREAS the management classifications in the Real Estate Division of General Services are eligible for a 5% Real Property Agent Advanced Certificate Differential for possessing a Senior Member Certificate issued by the International Executive Committee of the International Right of Way Association; and WHEREAS a new classification, Real Estate Manager— Exempt, has been created and is assigned to oversee the Real Estate Division. The Contra Costa County board of Supervisors in its capacity as°governing Board of the County of Contra Costa and all districts of which it is ex-officio governing Board RESOLVES THAT: Effective February 1, 2006 employees in the management class of Real Estate Manager— Exempt (DYD1) are entitled to receive a monthly differential in the amount of five percent (5%) of base monthly salary for possession of a valid Senior Member Certificate issued by the International Executive Committee of the International Right of Way Association. Verification of eligibility will be by the Department Head or his/her designee. Eligibility for receipt of the differential begins on the first day of the month following the month in which eligibility is verified by the Department Head. All employees who qualify for the Senior Member certificate must recertify every five (5) years with the International Right of Way Association in order to retain the Senior Member designation and continue to receive the differential. In order to recertify, a Senior Member must accumulate seventy-five (75) hours of approved education which may include successfully completing courses, attending educational seminars or teaching approved courses.
