RECOMMENDATION:
APPOINT the following individual to the Central Contra Costa Transit Authority Citizens
Advisory Committee to complete a two-year term expiring March 18, 2007:

BACKGROUND:
The Central Contra Costa Transit Authority (CCCTA) Citizens' Advisory Committee was
established by Board Resolution in 1981 to act as an advisor to the CCCTA Board of
Directors. The CCCTA Citizens' Advisory Committee is further charged with the
responsibility of acting as disseminators of information to the communities.
The Citizens Advisory Committee comprises 11 members from Central County. Each
member jurisdiction and the County recommend one member for appointment to the
Citizens' Advisory Committee by the CCCTA Board of Directors. The following criteria should
be considered when making these recommendations:

1. The citizen from each member jurisdiction and the County should be a current bus
patron.
2. Citizens recommended should be active in community participation and involvement.
3. Citizens should reside in the CCCTA service area.
Terms are for two years and there are no term limits.
The CCCTA received one application and nominated P.J. Sekhon for appointment to the
County seat. The individual resides in Pleasanton and the Dublin/Pleasanton BART station
is within the service area of CCCTA.
The Internal Operations Committee approved this nomination on February 6, 2006.

SUBJECT: Recruitment for the County representative to the Central Contra Costa
Transit Authority Citizens Advisory Committee
The Central Contra Costa Transit Authority(CCCTA or The County Connection)Citizens Advisory
Committee(CAC)has a vacancy for a representative that is appointed by the Board of Supervisors.
The CAC advises the CCCTA Board of Directors on its activities and is comprised of one citizen
representative appointed by each of the cities and the County. According to Board of Supervisors
Resolution No. 2002/377,the CAC is an at large appointment with the only restriction being that the
individual must be a resident of the County. Transportation Planning staff followed the
recommended County protocol for noticing the vacancy for this appointment.It is our understanding
that the Internal Operations Committee needs to review the applicant's qualifications and either
recommend his appointment by the Board of Supervisors or direct staff to undertake further
recruitment efforts.
Attached to this memorandum is the application from the one individual who applied for this
vacancy. This applicant currently lives within the unincorporated area of Contra Costa County.
County staff screened the application to ensure that the applicant is eligible to be considered for
service on the CAC. The applicant is:

The current applicant heard about this vacany at a local meeting and directly contacted staff at
CCCTA to express interest in applying. Staff at CCCTA refered the application to County staff.

Dear CCCTA Board of Directors,
I first learned of the openings for the Citizen's Advisory Committee through the City of
San Ramon's City Council meeting. 1 immediately became interested in obtaining an
application and introducing myself as a possible candidate for the position.
As a Transportation Specialist for the City of San Ramon and a resident of
Unincorporated Contra Costa County, I have experienced both the vantages and the
disadvantages of our growing county. From using connectors from the Wavrut Creek
BART station on a regular basis as I hunted jobs within the Bishop Ranch Area, to
finding gaps within the service areas throughout unincorporated Contra Costa, l have
been able to analyze possible improvements that would make County Connection a more
vital part of the growing Tri-Valley.
Furthermore, as a recent UC Berkeley graduate, I spent a great deal of time on various
forms of transit; including BART, AC Transit and Tri-Delta Transit. Thus, I am able to
compare and contrast the shortcomings in these transportation networks, as well as make
recommendations from multiple viewpoints.
As a transportation planner I have fust-hand experience with public/private interface,
networking with multiple organizations and at presenting information to various
committees. For example, I am involved in the City of San Ramon's Transportation
Advisory Committee. Thus I understand what information is of high importance and the
manner in which it must be presented to an advisory conunittee so that they may make
informed recommendations to the Board.
In the end, the CAC must reflect a variety of users, from various areas of the region_ I
would be a vital part of this Connnittee because of my strong background in
transportation planning, sound understanding of public transit needs, and personal
experience as a customer. Please consider my application, for the CAC, I look forward to
an exciting year filled with many new changes, improvements and increased networking.
